This unit of competency specifies the outcomes required to conduct waste resource recovery operations. The unit covers preparing to recover resources by reviewing organisational documents, identifying and managing hazards and risks, and organising the equipment and people required to support the recovery work. The unit covers operating equipment to recover resources while monitoring the recovery site to ensure waste containment, adequate access and availability of space. The unit requires the ability to segregate resources for recovery, and identify and contain hazardous and non-conforming waste types. It also requires conducting a quality inspection of the segregated resources for recovery, and recording the details using organisational proformas. It includes shutting down and securing equipment, and cleaning and decontaminating equipment and the work area once activities are finalised.

The unit supports those who work under limited supervision in a waste management team.

Licensing, legislative, regulatory or certification requirements may apply to this unit of competency in some States where a licence is required to operate various plant, vehicles or equipment used to transport, shift, load, unload, lift, compact or otherwise process waste. Relevant state and territory regulatory authorities should be consulted to confirm those requirements.

Prepare to recover resources.

1.1.

Organisational documentation is reviewed and resource recovery requirements are identified in consultation with relevant personnel.

Recovery site is monitored to ensure compliance with recovery instructions, containment of waste within designated recovery area, and adequate access and availability of space for recovery.

Equipment is operated and resources for recovery are identified and segregated into waste streams according to organisational and compliance requirements.

2.3.

Hazardous waste is identified and contained according to organisational and compliance requirements.

2.4.

Non-conforming waste is segregated and contained prior to disposal according to organisational and compliance requirements.

2.5.

Inspection is conducted of segregated resources for recovery to ensure quality compliance with work requirements, and inspection details are documented according to organisational requirements.

Finalise resource recovery activities.

3.1.

Equipment is shut down and secured according to manufacturer specifications and organisational requirements.

3.2.

Work area and equipment are cleaned to remove debris and contamination and ensure safe and effective future operation according to organisational requirements.

A person demonstrating competency in this unit must satisfy the requirements of the elements, performance criteria, foundation skills and range of conditions of this unit.

The person must also recover resources in waste to meet the requirements of two separate resource recovery tasks.

While conducting above resource recovery activities, the person must:

clean the work area and equipment to remove debris and contamination after resource recovery is completed

conduct a quality control inspection of the segregated resources for recovery to ensure they comply with work requirements

follow organisational procedures to work safely and comply with regulatory and legal requirements

identify and contain hazardous waste

identify resources for recovery and segregate them into waste streams

identify, organise and communicate with personnel required for resource recovery operation

interpret organisational documents to identify work requirements and resource recovery activities

organise and monitor the recovery site to ensure safety, waste containment within the designated area, and adequate access and availability of space

record details of the quality control inspection using organisational proformas.

A person demonstrating competency in this unit must demonstrate knowledge of:

classifications of waste

hazards and risks associated with waste including hazardous substances and dangerous goods

lifecycle of waste products: reduce, reuse and recycle

organisational policies and procedures and regulatory and legal requirements relating to resource recovery

procedures for containing segregated waste types including containing and isolating hazardous waste

resource recovery methods

types, streams and characteristics of waste

waste management hierarchy.

The following must be present and available to learners during assessment activities:

equipment:

personal protective equipment (PPE), as specified by organisational requirements

relationships with team members and supervisor:

working under limited supervision.

Assessor requirements

As a minimum, assessors must satisfy the assessor requirements in the Standards for Registered Training Organisations (RTOs) current at the time of assessment.
