This unit of competency specifies the outcomes required to conduct and monitor waste management operations. The unit covers applying safe work practices while working with potentially hazardous waste products and supervising a field team.

The unit supports those who work in lead roles in a waste management team.

No licensing, legislative, regulatory, or certification requirements apply to this unit of competency at the time of endorsement.

Commence waste management operations.

1.1.

Work site specifications are reviewed to identify waste management operational requirements.

1.2.

Potential hazards and risks and anticipated work health and safety (WHS) procedures are identified and reported to relevant personnel.

Monitor work activities and site operations.

Site operations are monitored to ensure individuals have required competency levels, and work is reallocated as required according to organisational and compliance requirements.

Site operations are monitored to ensure safety procedures are followed according to site safety plan and compliance requirements.

Problems relating to plant, equipment, material or work processes are identified and managed or reported according to organisational and compliance requirements.

Work requirements are communicated to personnel, and instructions are confirmed as understood according to organisational requirements.

Direct site development.

3.1.

Landfill development plan is reviewed to determine site development requirements.

3.2.

Landfill and surrounding site is developed according to development plan.

4.

Finalise waste management operations.

4.1.

Processes are put in place for cleaning and shut-down procedures on completion of waste management operations according to organisational and compliance requirements.

4.2.

Waste management activities are recorded according to organisational and compliance requirements.

A person demonstrating competency in this unit must satisfy the requirements of the elements, performance criteria, foundation skills and range of conditions of this unit.

The person must also conduct and monitor waste management operations on two separate occasions.

While conducting and monitoring above waste management operations, the person must:

identify the following to organise equipment and personnel:

work site specifications and timeframes

client needs and expectations

potential hazards and risks and anticipated required work health and safety (WHS) procedures

required supervisory processes and checks

commence and monitor work activity to:

meet work site specifications, site safety plan and timeframes

comply with organisational policies and procedures, and legal and regulatory requirements

determine that individuals have competency level and are equipped with emergency and personal protective equipment (PPE)

check that emergency response actions or procedures are in place to ensure efficiency and effectiveness of waste management

communicate work requirements to personnel in a manner suitable to the situation and confirm that instructions are understood

direct landfill and surrounding site development according to:

landfill development plan

organisation requirements

legislation and codes

arrange for cleaning and shut-down process to be in place on completion of operations.

A person demonstrating competency in this unit must demonstrate knowledge of:

classifications of waste

environmental management relating to:

techniques to minimise erosion

waste types, streams and characteristics

waste covering requirements and considerations

hazards and risks associated with waste management operations

site safety plan and WHS compliance requirements

waste containment methods

waste disposal and recovery methods

waste non-conformances

waste resource recovery and management options

waste types, streams and characteristics.

The following must be present and available to learners during assessment activities:

equipment:

emergency and PPE, as specified by organisational requirements

computer and relevant software, as specified by organisational requirements

relationships with team members and supervisor:

working in a team.

Assessor requirements

As a minimum, assessors must satisfy the assessor requirements in the Standards for Registered Training Organisations (RTOs) current at the time of assessment.
