This unit of competency specifies the outcomes required to optimise waste management operations to avoid or reduce waste generation. The unit covers assessing existing resource management processes and practices including measuring waste stream components, consulting with site personnel and conducting a cost analysis to identify the real cost of waste production. The unit also covers identifying and analysing opportunities for resource improvement and cleaner production, and developing and implementing a lean management program. The unit requires the ability to educate personnel on lean management techniques, and to monitor and evaluate the effectiveness of lean management programs.

The unit supports those who work in lead roles in a waste management team.

Specific tasks are identified and allocated, and implementation timetable is developed.

3.2.

Specific implementation activities are conducted and equipment installed according to organisational requirements.

Education program is used to communicate lean management program to relevant personnel according to organisational requirements.

3.4.

Lean management program implementation activities are monitored and reviewed to measure effectiveness, and amendments are made as required.

3.5.

Reporting mechanisms are established to provide feedback on progress of cleaner production initiatives.

A person demonstrating competency in this unit must satisfy the requirements of the elements, performance criteria, foundation skills and range of conditions of this unit.

The person must also optimise waste management operations at two different sites.

While optimising above waste management operations, the person must:

consult with relevant personnel to review and assess current waste management site practices and gather feedback on implemented lean management program

design and implement lean management programs which:

include clear goals and targets for resource improvement, waste generation and cleaner production

include a feasibility analysis of lean management options and costs including equipment and resources

identify barriers to implementation and strategies devised to manage these

plan and implement a schedule of activities for the lean management program, including:

an education program for staff

feedback and reporting mechanisms

equipment installation

monitoring and evaluation mechanisms to measure the effectiveness of the program.

follow organisational procedures and comply with regulatory and legal requirements.

A person demonstrating competency in this unit must demonstrate knowledge of:

classifications of waste

environmental issues relating to:

energy efficiency systems

lifecycle of products: reduce, reuse and recycle

renewable energy

hazards and risks associated with waste including hazardous substances and dangerous goods

lean management techniques, including:

analysing waste practices

analysing previous assessment plans and processes

outlining possible benefits and outcomes from applying lean management

eliminating or reducing wastes

fast and flexible process

lean manufacturing

lean production: more value with less work

organisational policies and procedures and regulatory and legal requirements relating to lean management programs

waste containment methods

waste disposal and recovery methods

waste non-conformances

waste resource recovery and management options

waste types, streams and characteristics.

The following must be present and available to learners during assessment activities:

personal protective equipment (PPE), as specified by organisational requirements

relationships with team members and supervisor:

Assessor requirements

As a minimum, assessors must satisfy the assessor requirements in the Standards for Registered Training Organisations (RTOs) current at the time of assessment.
