This unit of competency specifies the outcomes required to develop an emergency response plan in a waste management environment. The unit covers consulting with relevant personnel and emergency services specialists to review emergency response requirements, and to formulate a comprehensive waste management emergency response plan. The unit also covers training personnel in emergency response procedures, and implementing measures to review and update the plan.

The unit supports those who work in a management role within a waste management environment.

No licensing, legislative, regulatory, or certification requirements apply to this unit of competency at the time of endorsement.

Waste emergency details are identified according to organisational requirements.

Understanding of emergency response plan is confirmed through personnel questioning and observation.

Document and review emergency response plan.

4.1.

Emergency response plan and personnel training activities are documented according to organisational requirements.

Emergency response plan is displayed in personnel work areas to ensure availability for immediate referral according to compliance requirements.

4.3.

Emergency response plan is monitored, reviewed and updated as required according to organisational and compliance requirements.

A person demonstrating competency in this unit must satisfy the requirements of the elements, performance criteria, foundation skills and range of conditions of this unit.

The person must also develop two waste management emergency response plans.

For each plan, the person must:

identify internal and external emergency response requirements, including:

details of the nature, type and severity of emergency, potential hazards and risks, and contamination

assigning, and collaborating with, emergency service specialists to determine workplace hazards and risks

required emergency response systems and equipment

formulate and document an emergency response plan that includes required safety information, as specified in the range of conditions, as well as:

personnel training requirements

actions necessary to protect organisational interests

reporting documentation to be completed after an emergency response is actioned

conduct personnel training for emergency response procedures, including:

demonstrating and explaining all emergency response procedures

using questioning and observation techniques to confirm understanding

completing training record forms

review and update the emergency response plan to ensure its ongoing compliance with organisational policies and legal and regulatory requirements.

A person demonstrating competency in this unit must demonstrate knowledge of:

emergency response planning methods, including:

components, features and layout of an emergency response plan

confined space procedures

duty of care in provision of service

HAZCHEM identification systems

methods for containing and isolating emergencies

site management plan and work area identification, including location of alarms and emergency and communications equipment

environmental agencies’ roles

environmental regulations

organisational policies and procedures in relation to emergency response

reporting requirements

standard emergency procedures

waste management hierarchy

training techniques that enhance learning and diversity

work health and safety (WHS) requirements relating to:

chemical storage and decanting

classifications of waste

dangerous goods and hazardous substances

WHS hierarchy of control

potential hazards, risks and emergencies in a waste management environment.

The following must be present and available to learners during assessment activities:

equipment:

computer and software relevant to developing emergency response plans

emergency and personal protective equipment (PPE) for training purposes

relationships with team members and supervisor:

working in a team.

Assessor requirements

As a minimum, assessors must satisfy the assessor requirements in the Standards for Registered Training Organisations (RTOs) current at the time of assessment.

A person demonstrating competency in this unit must satisfy the requirements of the elements, performance criteria, foundation skills and range of conditions of this unit.
