DEFEO719A
Render explosive ordnance inert

Assessment tool

Version 1.0
Issue Date: March 2024

This competency normally applies to the individual who is required to render explosive ordnance inert.

Rendering explosive ordnance inert is normally undertaken to provide a training display or model but may also be used to allow transportation of specific explosive ordnance required for testing or analysis.

This unit covers the competency required to render explosive ordnance inert.

It does not cover the authorisation process to render explosive ordnance inert.

You may want to include more information here about the target group and the purpose of the assessments (eg formative, summative, recognition)

Prerequisites

DEFEO505D Breakdown explosive ordnance

DEFEO507D Assemble and disassemble explosive components

Employability Skills

This unit contains employability skills.

Evidence Required

List the assessment methods to be used and the context and resources required for assessment. Copy and paste the relevant sections from the evidence guide below and then re-write these in plain English.

The evidence guide provides advice on assessment and must be read in conjunction with the Performance Criteria, Required Skills and Knowledge, the Range Statement and the Assessment Guidelines for this Training Package.

Critical aspects for assessment and evidence required to demonstrate competency in this unit

Assessment must confirm the ability to comply with:

organisational safety requirements

appropriate legislative and regulatory requirements

Assessment must also confirm the ability to:

work safely within an explosive ordnance environment

calculate and apply net explosive quantity

assess and apply compatibility

maintain documentation

Consistency in performance

Competency should be demonstrated in a range of actual or simulated explosive ordnance contexts.

Context of and specific resources for assessment

Context of assessment

Competency should be assessed in the workplace or in a simulated work environment, in accordance with all relevant legislation and organisation requirements.

Specific resources for assessment

Access is required to:

facilities and resources used in the storage, distribution or maintenance of explosive ordnance, including a licensed explosive site

Method of assessment

In a public safety environment assessment is usually conducted via direct observation in a training environment or in the workplace via subject matter supervision and/or mentoring, which is typically recorded in a competency workbook.

Assessment is completed using appropriately qualified assessors who select the most appropriate method of assessment.

Assessment may occur in an operational environment or in an industry-approved simulated work environment. Forms of assessment that are typically used include:

direct observation

interviewing the candidate

journals and workplace documentation

third party reports from supervisors

written or oral questions

Submission Requirements

Assessment Tasks

Copy and paste from the following data to produce each assessment task. Write these in plain English and spell out how, when and where the task is to be carried out, under what conditions, and what resources are needed. Include guidelines about how well the candidate has to perform a task for it to be judged satisfactory.

This describes the essential skills and knowledge and their level, required for this unit.

Required Skills

apply environmental constraints

apply safety policies and structures

calculate and apply net explosive quantity

conduct housekeeping

identify and apply compatibility constraints

maintain documentation

read, access, interpret and apply technical instructions and drawings related to the process required to render explosive ordnance inert

use tools and equipment

Required Knowledge

assessment of compatibility

calculation of net explosive quantity

characteristics and limitations of explosive ordnance to be rendereed inert

effects of environmental conditions

operations, characteristics and limitations of tools and equipment required for to render explosive ordnance inert

organisational documentation requirements

organisational safety information sources

organisational safety policies and structures

procedures for rendering explosive ordnance inert

The Range Statement relates to the Unit of Competency as a whole. It allows for different work environments and situations that may affect performance. Bold italicised wording in the Performance Criteria is detailed below.

Rendering explosive ordnance inert may be conducted:

For analysis purposes

For testing purposes

To provide training aid

To show components

And may include the requirement to render inert under precaution or remotely

Organisation may include:

Defence organisation

Enterprises that work with explosive ordnance

Other government departments or instrumentalities that work with explosive ordnance

Technical references may include:

Orders and instructions

Other publications

Technical drawings

Technical reference pamphlets

Tools and equipment may include:

Beryllium tools

Special handling equipment

Special tools required to render explosive ordnance inert

Net explosive quantities include:

The explosive capacity calculated in a wide range of activities related to the storage, distribution and maintenance of explosive ordnance

Compatibility is:

Assessed in a wide range of activities related to the storage, distribution and maintenance of explosive ordnance and other hazardous materials

Environmental conditions may include:

Air quality

Heat

Humidity

Pressure

Processing components may include:

Forwarding components for disposal, cleaning or testing

And may include some additional preparation such as packaging

Documentation and records may include:

Authorisation to render explosive ordnance inert

Free from explosive (FFE) declaration

Receipt and issue records

Timesheets

Work records

Copy and paste from the following performance criteria to create an observation checklist for each task. When you have finished writing your assessment tool every one of these must have been addressed, preferably several times in a variety of contexts. To ensure this occurs download the assessment matrix for the unit; enter each assessment task as a column header and place check marks against each performance criteria that task addresses.
