This unit specifies the skills and knowledge required to manage explosive ordnance engineering and logistics processes.

It includes identifying and planning explosive ordnance engineering and logistics processes, and feasibility assessments. It also includes managing and concluding engineering and logistics processes.

This unit applies to persons who are required to manage explosive ordnance engineering and logistics processes.

A manager of explosive ordnance processes will have some autonomy of action, may delegate authority to subordinates and is capable of independent decision making, requiring no supervision.

The management of explosive ordnance processes is primarily conducted in installations involved in the storage, distribution and maintenance of explosive ordnance, however it may be performed in research and development establishments, and proof and experimental establishments.

The skills and knowledge described in this unit must be applied within the legislative, regulatory and policy environment in which they are carried out. Organisational policies and procedures must be consulted and adhered to.

No licensing, legislative or certification requirements apply to this unit at the time of publication.

Evidence Required

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria on at least one occasion and include:

adjusting processes to reflect changed circumstances

communicating with supervisors, suppliers, clients and subordinates

concluding explosive ordnance processes

following safety, legislative and statutory requirements relevant to the risk assessment

identifying, interpreting and analysing risk assessment requirements relevant to explosive ordnance engineering and logistics processes

identifying, sourcing and allocating relevant resources to the processes

managing explosive ordnance processes efficiently and effectively

planning for the conduct of explosive ordnance processes

preparing complex documents, includes reports, feasibility assessments and organisational plans

using effective techniques to support teams

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria and include knowledge of:

acquisition processes

composition of teams, and roles and responsibilities of team members

explosive ordnance engineering and logistics processes

feasibility assessment requirements

instructions and procedures relating to the performance of the processes

inventory control

operational safety associated with the explosive ordnance process

organisational procedures for budgets and financial management

relevant legislation, organisational policies, procedures and instructions, including work health and safety

relevant organisational reporting requirements and procedures

resource and other requirements for the engineering and logistics processes

Assessors must hold credentials specified within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must satisfy the Principles of Assessment and Rules of Evidence and all regulatory requirements included within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must occur in workplace operational situations. Where this is not appropriate, assessment must occur in simulated workplace operational situations that reflect workplace conditions.

Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate.

Resources for assessment must include access to:

a range of relevant exercises, case studies and/or simulations

acceptable means of simulation assessment

applicable documentation, including workplace procedures, regulations, codes of practice and operation manuals

relevant materials, tools, equipment and PPE currently used in industry.
