This unit specifies the skills and knowledge required to operate lighterage (also called lightering) ammunition equipment.

It includes the requirement to inspect, operate and maintain the lighter and to communicate with the tug boat operator during towing operations. It also includes completing lighter equipment housekeeping activities.

It does not include the requirement to load or unload the lighter.

This unit applies to persons who are required to operate an ammunition lighter in order to move ammunition.

The skills and knowledge described in this unit must be applied within the legislative, regulatory and policy environment in which they are carried out. Organisational policies and procedures must be consulted and adhered to.

No licensing, legislative or certification requirements apply to this unit at the time of publication.

Evidence Required

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria on at least one occasion and include:

applying relevant emergency response procedures

applying relevant organisational policies and procedures, including work health and safety

applying relevant security and protection

completing housekeeping activities

conducting relevant lighter and equipment inspection, maintenance and repairs

identifying, selecting and using equipment, stores and tools

maintaining relevant records and documentation

preparing for lighter operations

undertaking operations with lighters, including:

mooring and manoeuvring lighters

moving and manoeuvring operating lighter

operating hatches

operating the lighter

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria and include knowledge of:

emergency response procedures

equipment inspection requirements

maintenance and repair procedures

mooring and manoeuvring procedures

relevant documentation requirements

relevant legislation, regulatory codes, organisational policies and procedures

relevant lighter and equipment manufacturer specifications

relevant marine orders

security and protection procedures.

Assessors must hold credentials specified within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must satisfy the Principles of Assessment and Rules of Evidence and all regulatory requirements included within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must occur in workplace operational situations. Where this is not appropriate, assessment must occur in simulated workplace operational situations that reflect workplace conditions.

Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate.

Resources for assessment must include access to:

a range of relevant exercises, case studies and/or simulations

acceptable means of simulation assessment

applicable documentation, including workplace procedures, regulations, codes of practice and operation manuals

relevant materials, tools, equipment and PPE currently used in industry.

Assessment Tasks

Write these in plain English and spell out how, when and where the task is to be carried out, under what conditions, and what resources are needed. Range is restricted to essential operating conditions and any other variables essential to the work environment.
