This unit specifies the skills and knowledge required to assist with quick assessment of disease outbreak as a member of the Australian Defence Force (ADF).

It includes collecting epidemiologic data to participate in epidemiologic assessment that identifies disease control measures.

This unit applies to personnel working in Defence preventive medicine.

The skills and knowledge described in this unit must be applied within the legislative, regulatory and policy environment in which they are carried out. Organisational policies and procedures must be consulted and adhered to.

Persons undertaking this unit work in a team under supervision and perform routine tasks in a range of contexts.

No licensing, legislative or certification requirements apply to this unit at the time of publication.

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria on at least two separate occasions and include:

applying legislation and operational policies and procedures

applying risk management principles

communicating and working effectively

gathering and analysing relevant information about the outbreak of disease and making accurate assessments

identifying hazards, assessing risks and implementing control measures

identifying possible causes of disease transmission

making accurate assessments about factors of disease

managing workplace issues and problems

prioritising relevant tasking.

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria and include knowledge of:

causes and control measures of disease transmission

relevant documentation and administrative processes

relevant food storage and distribution standards including:

hazard analysis and critical control points (HACCP) approach to food control

pathophysiology of common communicable diseases

process of disease

relevant legislation and operational policies and procedures

risk management principles

role and capabilities of other health care providers including environmental health team.

As a minimum, assessors must satisfy applicable regulatory requirements, which include requirements in the Standards for Registered Training Organisations current at the time of assessment.

Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate.

Assessment must occur in workplace operational situations, where it is appropriate to do so; where this is not appropriate, assessment must occur in simulated workplace operational situations that replicate workplace conditions.

Resources for assessment must include access to:

a range of relevant exercises, case studies and/or other simulations including:

actual or scenario outbreak of disease with all supporting information

relevant person leading disease outbreak assessment

relevant materials, tools, equipment and personal protective equipment currently used in industry to perform environmental measurement and testing

relevant documentation including operational procedures, regulations, codes of practice and operation manuals.
