This unit of competency describes the outcomes required to plan and manage the installation and commissioning of equipment to ensure compliance with budgetary, legal and contractual requirements.

The unit applies to managers or supervisors of timber manufacturing facilities where acquisition of new equipment is required to update or extend existing production targets.

Licensing, legislative, regulatory or certification requirements apply to this unit but may differ according to state or territory jurisdiction. Refer to state or territory licensing body.

1. Prepare installation plan

1.1 Prepare written plan for installation and commissioning of specified equipment including management and reporting procedures.

1.2 Check equipment specifications for intended operating conditions and document specifications.

2. Coordinate and monitor installation compliance

2.1 Coordinate arrangements for installing and commissioning equipment including required legal, insurance and safety requirements.

2.2 Coordinate contract arrangements for installation and commissioning of equipment in line with organisational procedures.

2.3 Monitor installation process, including testing, and ensure compliance with contractual requirements.

2.4 Address variations to ensure installation meets specification requirements.

3. Manage installation schedules, legalities and budgets

3.1 Monitor and ensure compliance with legal, environmental and organisational safety procedures for installing and commissioning equipment and systems.

3.2 Monitor installation process to ensure compliance with installation specifications, schedule and budget.

3.3 Adjust budget and scheduling processes in line with variations.

3.4 Document and report deviations to appropriate personnel.

3.5 Document administration of regulatory requirements using formal organisational processes.

4. Conduct trials to confirm operating status of equipment

4.1 Trial run equipment operations and evaluate performance against requirements.

4.2 Adjust equipment to achieve performance outcome specifications.

4.3 Match equipment operating requirements to employee duties and communicate to appropriate personnel.

4.4 Complete and process appropriate records, including maintenance and machine specification documentation.

4.5 Assess completed work to confirm required specifications have been met.

4.6 Prepare records and reports on completed work in line with organisational procedures.

A person demonstrating competency in this unit must satisfy all of the elements, performance criteria and foundation skills of this unit. If a specific volume or frequency is not stated below, then evidence must be provided that the following requirements have been performed on at least one occasion:

develop comprehensive written plans for the installation and commissioning of equipment

demonstrate how to commission equipment in line with the above plans including relevant legal, financial and technical documentation

develop a comprehensive in-house maintenance schedule for equipment to be commissioned.

A person competent in this unit must be able to demonstrate knowledge of:

legal, safety and insurance requirements for installing and commissioning equipment

typical types of equipment subject to installation and commissioning and time taken to complete processes

typical schedule of processes required to install and commission equipment:

alignment and adjustment

testing

operator training

format and content of budgets for installation and commissioning of equipment

The following resources must be made available:

computers, keyboards, printers and software used to document plans and reports

comprehensive information about the equipment to be commissioned and installed to determine plans and testing requirements

Competency is to be assessed in the workplace or a simulated environment that accurately reflects performance in a real workplace setting.

Assessor requirements

Assessors must:

hold the appropriate assessor competency standards as outlined in regulations; and

be able to demonstrate vocational competencies at least to the level being assessed; and

be able to demonstrate how they are continuing to develop their VET knowledge and skills as well as maintaining their industry currency and assessor competence.
