This unit of competency describes the outcomes required to locate the site, and gain approval for a quarry (borrow pit) operation for the purpose of sourcing material for the construction and maintenance of forest roads and tracks. It also includes developing and implementing a plan to establish a quarry.

The unit applies to job roles including Arboriculture Supervisor, Farm Forestry Supervisor, Forestry Supervisor, Forestry Operations Supervisor, Harvesting Supervisor, Harvesting Team Leader, Propagation and Stand Health Supervisor and Tree Farm Supervisor.

No licensing, legislative, regulatory, or certification requirements apply to this unit at the time of publication.

1. Plan for quarry operation

1.1 Review need for quarry operation.

1.2 Consult with relevant parties about land tenure and plans for possible sites for the quarry.

1.3 Inspect proposed locations for quarry and visually assess for suitability and quantity and quality of material for end use.

1.4 Analyse samples of materials and test for suitability.

1.5 Identify environmental protection measures of site and any regulatory or zoning issues.

1.6 Conduct a cost-benefit analysis for the viability and lifespan of the proposed quarry site.

1.7 Prepare a quarry management plan with reference to site procedures.

2. Implement a quarry operation plan

2.1 Obtain necessary licences or permits for quarry development.

2.2 Select quantities required and methods of extracting material with reference to the quarry management plan.

2.3 Coordinate and schedule people, materials and equipment for quarry development.

2.4 Liaise with colleagues about other information, work plans, road maintenance or construction plans and ensure a coordinated approach.

2.5 Document activities according to organisational procedures.

3. Monitor and review quarry planning

3.1 Check compliance with environmental protection measures, WHS requirements, quality requirements.

3.2 Review outputs of quarry against plan.

3.3 Identify areas for improvement in establishment and operation of quarry.

3.4 Record and report on outcomes to appropriate personnel

A person demonstrating competency in this unit must satisfy all of the elements, performance criteria and foundation skills of this unit. If a specific volume or frequency is not stated below, then evidence must be provided that the following requirements have been performed on at least one occasion:

follow organisational policies and procedures relevant to planning a quarry

review sites and determine best site for the establishment of a quarry

review the quality of material that a quarry will yield

calculate the quantity of material that a quarry will yield

identify methods of improvement for the establishment of a quarry

record and report on the outcomes of the establishment of a quarry.

A person competent in this unit must be able to demonstrate knowledge of:

organisational procedures for planning a quarry

quarrying operations

properties of quarry materials and their suitability for end use

materials required for road construction, road maintenance, track rehabilitation and snig tracks and landings

planning and sequencing quarrying tasks and activities

environmental risks and hazards associated with quarrying

methods of extraction from quarries: with plant and equipment and using blasting methods

project planning including task breakdown

recording and reporting

The following resources must be made available:

organisational policies and procedures relevant to planning a quarry

documentation related to quarry planning and permits

relevant personnel and parties for the purposes of communication and consultation

PPE suitable to plan a quarry

Competency is to be assessed in the workplace or a simulated environment that accurately reflects performance in a real workplace setting.

Assessor requirements

Assessors must:

hold the appropriate assessor competency standards as outlined in regulations; and

be able to demonstrate vocational competencies at least to the level being assessed; and

be able to demonstrate how they are continuing to develop their VET knowledge and skills as well as maintaining their industry currency and assessor competence.
