This unit supports the attainment of skills and knowledge required for competent workplace performance in councils of all sizes. Knowledge of the legislation and regulations that provide the boundaries for the operation of councils is essential. The unique nature of councils, as a tier of government, directed by elected members and reflecting the needs of local communities must be appropriately reflected.
This unit covers the review, improvement and management of processes and projects by councils that deliver client services to the community and support the operations of the council itself. Essential to this unit is an understanding of the importance of project accountability and performance measurement as well as the need for quality control, accountability and responsibility for service outcomes. The management and driving of organisational change is a major focus of the unit.
This unit does not address the actual implementation or ongoing management of a particular service or program.
