NWPIRR074
Implement and coordinate groundwater management plan

Assessment tool

Version 1.0
Issue Date: April 2024

This unit describes the skills required to implement and coordinate the management plan to use groundwater as a resource for water supply.

This unit applies to those working as managers in water organisations with responsibility for the management of groundwater resources.

The skills and knowledge described in this unit must be applied within the legislative, regulatory and policy environment in which they are carried out. Organisational policies and procedures must be consulted and adhered to.

Those undertaking this unit would work autonomously and manage staff, while performing sophisticated tasks in a range of familiar contexts.

No licensing, legislative or certification requirements apply to unit at the time of publication.

You may want to include more information here about the target group and the purpose of the assessments (eg formative, summative, recognition)

1.4 Gather historical groundwater information and evaluate as input to the management process.

1.5 Identify, interpret and assess water quality and quantity requirements.

1.6 Identify and interpret environmental and developmental factors that impact on the groundwater.

2. Implement the groundwater management plan

2.1 Inform and educate stakeholders about groundwater activity regulations.

2.2 Develop and coordinate management plan activities.

2.3 Develop and present the implementation plan

3. Monitor the groundwater management plan

3.3 Identify and investigate current and/or potential problems and report results and recommendations.

3.4 Monitor groundwater usage and quality according to the plan.

3.5 Identify, investigate and report breaches of usage provisions and changes to quality parameters.

4. Evaluate and review the performance of the groundwater management plan

4.1 Identify, investigate and report deviations of planned groundwater usage quality and management from plan procedures.

4.2 Make recommendations for changes to objectives and implementation procedures.

Evidence required to demonstrate competence must satisfy all of the requirements of the elements and performance criteria. If not otherwise specified the candidate must demonstrate evidence of performance of the following on at least one occasion.

linking implementation plans to the groundwater management plan objectives and organisational requirements

performing calculations to evaluate performance of groundwater management plan

gathering, interpreting and synthesising information to underpin the implementation of the groundwater management plan, including:

historical data

current legislation and standards

stakeholder views

water quantity

quality test results

consulting stakeholders

developing implementation plans that address the objectives and requirements specified in the management plan

investigating and reporting breaches of groundwater usage

developing, implementing and overseeing testing and other monitoring arrangements to track the performance of the groundwater management plan

Evidence required to demonstrate competence must satisfy all of the requirements of the elements and performance criteria. If not otherwise specified the depth of knowledge demonstrated must be appropriate to the job context of the candidate.

relevant legislation, policies and procedures

risk management principles

groundwater hydraulics

Competency should be assessed in an actual workplace or in a simulated environment, with access to equipment and infrastructure appropriate to the outcome. Competency should be demonstrated over time to ensure the candidate is assessed across a variety of situations.

Assessors must satisfy the NVR/AQTF mandatory competency requirements for assessors.
