This unit describes the skills required to provide strategic leadership in the policy field. It includes monitoring and influencing policy environments, setting strategic policy directions and providing policy advice to government.

This unit applies to those working as public sector staff required to provide leadership regarding policy,

The skills and knowledge described in this unit must be applied within the legislative, regulatory and policy environment in which they are carried out. Organisational policies and procedures must be consulted and adhered to.

Those undertaking this unit would work autonomously, with management responsibilities, while performing sophisticated tasks in familiar context.

No licensing, legislative or certification requirements apply to unit at the time of publication.

1. Monitor and influence environments where policy applies

1.1 Identify problems, limitations and new opportunities in policy environments in response to internal and external factors and government priorities.

1.2 Monitor environments and take opportunities to influence key opinion formers and decision makers to increase their ability to respond to government priorities.

2. Set strategic policy direction

2.1 Conduct local, national and international monitoring of policies and trends pertinent to the medium to long-term priorities of government.

2.2 Implement strategies to develop and apply data capture mechanisms that will provide longitudinal information and trend analysis.

2.3 Set strategic policy directions in line with medium to-long term government priorities and communicate to stakeholders to attract their support.

2.4 Identify creative and innovative policy responses to complex social and economic issues in anticipation of expected policy development initiatives.

2.5 Establish and maintain productive relationships with key consultation partners to enable policy response to emerging issues.

3. Provide policy advice to government

3.1 Determine the context, purpose and audience for the policy advice and provide advice to government.

3.2 Provide, analyse and present policy advice.

3.3 Respond to requests from government for policy advice or provide information on what steps are being taken to address the request.

Evidence required to demonstrate competence must satisfy all of the requirements of the elements and performance criteria. If not otherwise specified the candidate must demonstrate evidence of performance of the following on at least one occasion.
