Chief Engineer on a vessel of 750kW propulsion power or more operating in international waters, i.e. Advanced Diploma of Transport&Distribution(Marine Engineering Class 2).

UNIT DESCRIPTOR:

This unit involves the skills and knowledge required to establish and implement a workplace safety management plan on a commercial vessel, including the development of a safety management plan, formulation of safe working practices, monitoring of implementation of OH&S practices and procedures and the establishment of hazard and safety risk control strategies on board the vessel.

Context of assessment

a

Assessment of competency must comply with the assessment requirements of the relevant maritime regulations

Assessment of this unit must be undertaken within relevant marine authority approved and audited arrangements by a registered training organisation:

As a minimum, assessment of knowledge must be conducted through appropriate written/oral examinations, and

Appropriate practical assessment must occur:

i

at the registered training organisation; and/or

ii

on an appropriate working or training vessel

Access is required to opportunities to:

1. GENERAL CONTEXT

Work must be carried out:

in compliance with mandatory OH&S rules and regulations and IMO Conventions and Codes, including the relevant sections of the AMSA Marine Orders and the ISM Code

Work is performed:

relatively independently under broad operational requirements, with accountability and responsibility for self and others in achieving the prescribed outcomes

Work involves:

the application of safety management and hazard and risk control principles to the management of workplace safety on a vessel across a wide and often unpredictable variety of operational contexts. Contribution to the development and implementation of a broad management plan or strategy for shipboard safety is required and accountability and responsibility for self and others in achieving the outcomes is involved

d.

Work requires:

significant judgement, leadership and technical expertise in development and implementation of safety management plans, the formulation of safe working practices and procedures and the development of hazard and risk control strategies. This includes management, training and control of personnel, interpretation of safety regulations and statutory requirements and the identification and analysis of the workplace hazards and safety risks on board a vessel
