This unit involves the skills and knowledge required to monitor and respond to traffic flow when operating in a road network control room, in accordance with workplace procedures and regulatory requirements.

It includes monitoring and maintaining traffic flow in a road network and implementing changes to traffic flow as required. It also includes developing an understanding of risk management procedures for monitoring and responding to traffic flow.

It involves the application of workplace safe work instructions and procedures and regulatory requirements as part of work activities.

Tasks are performed individually within a controlled environment. The role may at times be required to work within a team environment.

No licensing, legislative or certification requirements apply to this unit at the time of publication.

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria on at least one occasion and include:

completing documentation related to monitoring and responding to traffic flow within a road network control room

identifying changes to traffic flow, including abnormal traffic flow

implementing contingency plans

interpreting and following procedures and prioritising work

maintaining traffic flow on a road network

operating a traffic management system

operating and adapting to differences in equipment and systems in accordance with standard operating procedures

operating electronic communications equipment to required protocol

reporting and/or rectifying identified problems and faults promptly, in accordance with regulatory requirements and workplace procedures

using intelligent transport systems (ITSs) such as:

variable message signs

variable speed limit signs

lane use management signs

working collaboratively with others when responding to and monitoring traffic flow within a road network control room.

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements, performance criteria and include knowledge of:

relevant environmental protection regulations

relevant ITSs and related operational procedures used in a road network control room

workplace procedures and guidelines for monitoring and responding to traffic flow when operating a road network control room, including relevant work health and safety (WHS)/occupational health and safety (OHS) procedures and guidelines.

As a minimum, assessors must satisfy applicable regulatory requirements, which include requirements in the Standards forRegistered Training Organisations current at the time of assessment.

Assessment must occur in workplace operational situations where it is appropriate to do so. Where this is not appropriate, assessment must occur in simulated workplace operational situations that replicate workplace conditions.

Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate.

Resources for assessment include:

a range of relevant exercises, case studies and/or simulations

applicable documentation including workplace procedures, regulations, codes of practice and operation manuals

relevant materials, tools, equipment and personal protective equipment currently used in industry.
