Elements and Performance Criteria

1. Receive and store bulk fuel
   • Identify regulatory and industry requirements for the receipt and storage of bulk fuel, and refuelling operations
   • Identify work health and safety hazards, assess risks and implement suitable controls
   • Identify dangers of volatile fuel liquids and vapours
   • Locate and check firefighting and spill response equipment, and replace faulty equipment
   • Ensure facilities for storage of bulk fuel meet national standards
   • Check bulk fuel storage facilities to ensure fuel quality is maintained during storage
   • Check storage facilities and refuelling equipment for leaks.
   • Receive bulk fuel into storage, in compliance with regulatory requirements and enterprise policies
   • Complete documentation for receipt of bulk fuel if required
   • Monitor bulk fuel during storage to maintain fuel quality and usage
2. Prepare for refuelling
   • Select, maintain and use personal protective equipment
   • Select fuel based on machinery or vehicle use and manufacturer instructions
   • Ensure appropriate firefighting and spill response equipment are accessible
   • Ensure appropriate refuelling equipment is available and meets national standards
   • Check and secure refuelling equipment
   • Position and secure machinery or vehicle for refuelling
3. Refuel machinery or vehicle from fixed storage
   • Open tank valves if necessary
   • Refuel machinery or vehicle in compliance with regulatory requirements and manufacturer instructions
   • Ensure there is no residual fuel in fuel transfer equipment such as hoses
   • Contain spills and mitigate environment or safety dangers if required, in compliance with legislation and enterprise policies
   • Check fuel levels
   • Close and secure tank valves if necessary
4. Refuel machinery or vehicle from portable containers
   • Ensure only approved containers are used to transport decanted fuel
   • Ensure portable containers being towed are secure
   • Check containers to ensure fuel quality is maintained
   • Decant fuel from fixed storage into containers ensuring potential risks are minimised
   • Ensure there is no residual fuel in fuel transfer equipment for all decanting procedures
   • Transport containers to worksite following codes of practice or guidelines
   • Decant fuel from portable containers using appropriate equipment
   • Contain spills and mitigate environment or safety dangers if required, in compliance with legislation and enterprise policies
5. Complete refuelling
   • Clean, maintain and store refuelling equipment and containers
   • Complete documentation and records if required
