Elements and Performance Criteria

  1. Manage persons to enter an airside security zone or landside security zone
  2. Inspect articles and/or vehicles to enter an airside security zone or landside security zone

Range Statement

Range is restricted to essential operating conditions and any other variables essential to the work environment.

Personal protective equipment must include:

communications equipment

earmuffs

Identification must include one or more of the following types:

aviation security identification card (ASIC)

identification (ID) card

industry specific card

visitor identification card (VIC)

temporary aircrew card (TAC)

Legislative requirements must include:

current Aviation Transport Security Act (and amendments)

current Aviation Transport Security Regulations

notices made under the Act and the Regulations

organisation’s transport security program as approved under the Aviation Transport Security Act

other Regulations relating to security screening at an airport the

Workplace procedures must include:

applicable legislative requirements and aviation screening notices

access and equity policies, principles and plans

client service standards

code of conduct

code of ethics

communication and reporting procedures

complaint and dispute resolution procedures

emergency and evacuation procedures

employer and employee rights and responsibilities

equipment use and maintenance

work health and safety (WHS)/occupational health and safety (OHS) policies, procedures and programs

own role, responsibility and authority

privacy and confidentiality of information

screening procedures

Articles must include one or more of the following:

bags

cabin baggage

checked baggage

hold baggage

personal effects

Incidents must include one or more of the following:

acts or threats of acts of unlawful interference with aviation

bomb comments

expired or invalid ID, ASIC, VIC or TAC

forced entry of persons and/or vehicles

lost ID, ASIC, VIC or TAC

non-display or incorrect display of ID

persons in an area without lawful purpose

refusal to show ID, ASIC, VIC or TAC

stolen vehicles

unattended or suspicious articles

unauthorised persons in a secure area

vehicles incorrectly parked

weapons, explosive devices, unauthorised items or prohibited items found during inspection

Entry validation must include:

temporary pass

voucher for access or parking

Persons must include one or more of the following:

airline personnel

airport personnel

authorised personnel

contractors

demonstrators

emergency services

government enforcement agency personnel

law enforcement personnel

passengers

registered air cargo agents

sales representatives

visitors

Barrier must include:

airlock systems

computerised entry systems

keypads and card entry systems

remotely operated doors

security turnstiles

shutters and gates

tensa barriers within a terminal building

traffic barriers

Performance Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements, performance criteria and range of conditions on at least one occasion and include:

applying customer service standards

communicating effectively with others

completing relevant documentation

conducting an inspection of articles, vehicles and loads carried

identifying and correctly using relevant equipment

identifying and verifying ID cards of persons wishing to enter an airside security zone or landside security zone at an airport

identifying irregularities in security-related documentation and identification checks, and taking appropriate action

identifying, selecting and following the organisation’s transport security program

identifying, selecting, using and routinely checking relevant equipment and systems, and recording required information

implementing contingency procedures in a security issue or a breach of the legislation

managing incoming and outgoing persons and/or vehicles in accordance with workplace procedures

modifying activities depending on workplace contingencies, risk situations and environments

monitoring and anticipating security issues and risks that may arise from controlling access to and exit from airside security zones or landside security zones at an airport and taking appropriate action

observing and monitoring the behaviour of persons in and around security controlled areas in an aviation environment

reading, interpreting and following relevant regulations, instructions, procedures, information and signs

reporting and/or rectifying problems, faults or malfunctions promptly, in accordance with workplace procedures

selecting and using appropriate communications and computing equipment

taking correct action during an infringement or breach of workplace procedures

taking appropriate initiative concerning security issues and breaches, within limits of own role and responsibility

using security systems and barriers correctly, to maintain security of an airside security zone or landside security zone at an airport

using documentation correctly, in accordance with workplace procedures

working collaboratively and liaising with others on matters relevant to the control of access to and exit from airside security zones or landside security zones at an airport.

Knowledge Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements, performance criteria and range of conditions and include knowledge of:

airport alarm systems and locations for airside security zones or landside security zones

airport communication codes for airside security zones or landside security zones

airport procedures and protocols for operating communications and computing equipment in airside security zones or landside security zones

appropriate actions to resolve and/or avoid issues when controlling access to and exit from airside security zones or landside security zones at an airport

features, operating principles and processes for security systems used in an airside security zone or landside security zone at an airport

information contained on personal ID cards

organisation’s transport security program and associated security policies and procedures

process for verifying and reporting on ID checks including aviation security identification cards (ASIC), visitor identification cards (VIC) and temporary aircrew cards (TAC)

processes and procedures for controlling access to airside security zones or landside security zones at an airport as detailed in the organisation’s transport security program

reporting requirements for security issues and breaches of aviation transport security

risk factors and risk management strategies that may exist when controlling access to and exit from airside security zones or landside security zones at an airport

sections of the Act, the regulations and any notices made under the Act and the regulations, relevant to controlling access to and exit from airside security zones or landside security zones at an airport

site layout and workplace procedures for relevant airside security zone or landside security zone at an airport
