Elements and Performance Criteria

Range Statement

Range is restricted to essential operating conditions and any other variables essential to the work environment.

Legislative requirements must include:

current Aviation Transport Security Act (and amendments)

notices made under the Act

organisation’s transport security program as approved under the Aviation Transport Security Act

other amendments relating to security screening at an airport

Workplace procedures must include:

applicable legislative requirements and Aviation Screening Notices

access and equity policies, principles and practices

client service standards

code of conduct or ethics

communication and reporting procedures

complaint and dispute resolution procedures

emergency and evacuation procedures

employer and employee rights and responsibilities

equipment use and maintenance

WHS/OHS policies and procedures

own role, responsibility and authority

privacy and confidentiality

standard operating procedures for screening

Articles must include one or more of the following:

bags

cabin baggage

checked baggage

display/promotional items

hold baggage

packages

personal effects

tools of trade

vehicles/machinery

work equipment

Weapons, explosives, prohibited items and LAG products must include:

 articles outlined in legislation

articles specified by client or by federal, state/territory statutes (including impermissible LAG products)

Screening equipment must include:

handheld metal detector

explosive trace detection (ETD)

X-ray screening equipment

Situations requiring a physical search of articles must include:

when X-ray screening fails to clearly identify an item that may be a weapon, explosive, prohibited item or LAG product

when X-ray screening identifies a weapon, explosive, prohibited item or LAG product

when item to be screened is oversize

when screening is being conducted at a temporary screening point and X-ray screening equipment is not available

when X-ray screening equipment malfunctions or is otherwise not operating

when item cannot be cleared by X-ray screening equipment

when a person requests a physical inspection of their personal effects

when articles are left unattended

Performance Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria on at least one occasion and include:

applying appropriate customer service skills

communicating effectively with others

completing relevant documentation

identifying screening equipment failure during screening of articles

identifying screening equipment failure during testing

identifying, selecting, using and routinely checking relevant equipment, processes and procedures

implementing work health and safety (WHS)/occupational health and safety (OHS) procedures and relevant regulations

modifying activities in response to workplace contingencies, risk situations and environments

reading, clarifying and applying the act, notices made under the Act and workplace procedures

responding to and reporting security incidents and/or detected presence of weapons, explosives, prohibited items or LAG products

taking appropriate action in response to security incidents in accordance with the organisation’s transport security program and workplace procedures

using correct methods and techniques to screen of an item for weapons, explosives, prohibited items or LAG products

working collaboratively with others.

Knowledge Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria and include knowledge of:

airside security zones on an airport:

enhanced inspection area

security restricted area

aspects of articles to be mindful of during a physical search:

appearance of articles such as looking unprofessional or repaired; showing signs of modification, tampering or external switches, batteries or wires

possibility that articles contain false bottoms or concealed compartments

weight of articles

components, operating principles and characteristics of typical, weapons, explosives, prohibited items and LAG products that may be contained in articles requiring entry to a security zone

contact processes for airline and airport staff, and relevant law enforcement agencies

landside security zones on an airport:

air traffic control facilities zone

fuel storage zone

navigational aids zone

sterile area

limits of own responsibility and authority in relation to dealing with identified weapons, explosives, prohibited substances and LAG products

methods, techniques and equipment involved when conducting a search of articles to enter a security zone in an aviation environment in accordance with the legislation and notices made under the legislation

organisation’s transport security procedures and policies applicable to the physical searching of articles

physical searching of articles – methods and techniques outlined in Aviation Screening Notices

relevant sections of the legislation for the physical search of articles in an aviation environment, including notices made under the Act applicable to the methods, techniques and equipment used for screening

reporting requirements for the physical search of articles to enter a security zone in an aviation environment

roles and responsibilities of law enforcement officers and/or other government officers within an aviation workplace

signs and other indications of the presence of weapons, explosives, prohibited substances or LAG products in articles that might pose a threat to aviation security

site layout, including security zones and workplace procedures for aviation transport security screening

situations requiring a physical search of articles to enter a security zone

social and cultural issues:

dress and personal presentation

gender and gender identity

food preferences

language

religion

social conventions

traditional practices

values and beliefs

typical issues that may occur when conducting a physical search of articles to enter a security zone in an aviation environment and appropriate action that can be taken to resolve and avoid these issues

WHS/OHS procedures relevant to setting up and operating screening equipment

workplace procedures to be followed when screening equipment does not meet the required standard during testing

workplace procedures to be followed when screening equipment fails during screening of articles to enter an aviation security zone

workplace procedures to be followed when weapons, explosives, prohibited items or LAG products that might pose a threat to aviation security have been detected.
