Elements and Performance Criteria

1. Establish need for external advice
   • Identify required expertise not available within the organisation
   • Identify potential funding sources to purchase outside expertise
2. Prepare terms of reference
   • Form a management group to oversee the project
   • Prepare terms of reference (consultancy brief) for consultant services
   • Identify and include opportunities for paid community involvement where appropriate
3. Select consultant
   • Advertise terms of reference for consultancy
   • Establish a process for short-listing, including appointment of selection panel
   • Select most suitable applicant according to the organisation’s requirements, policies and procedures
   • Ensure successful and unsuccessful applicants are advised of outcome and provided with feedback
   • Ensure appropriate procedures are in place to document selection process and outcome
4. Develop contract
   • Obtain legal advice on contract requirements
   • Ensure a draft contract is prepared in accordance with legal advice outlining what is required of the consultant
5. Brief consultant
   • Clarify the board’s requirements with consultant
   • Negotiate final details of project with consultant, including expectations of performance and outcomes
   • Ensure contract is finalised and signed
   • Familiarise consultant with the organisation and its personnel
6. Monitor consultant’s performance
   • Check reports are received from consultant according to contractual requirements
   • Evaluate reports against agreed outcomes and follow up issues where required
   • Participate in performance reviews against contract requirements
   • Ensure progress payments are made against milestones and key performance indicators
   • Ensure final payment is made when contract requirements have been met
