2. Respond to community priorities
   • Plan and implement appropriate opportunities for people in the community to promote their priorities and aspirations
   • Research and document a range of models of participation and research methods
   • Identify, develop and agree with key people strategies for meeting community priorities
3. 2. Support identified community priorities
   • Assess relevance and appropriateness of a range of mechanisms and actions to address community priorities
   • Calculate and assess resources required for availability and appropriateness
   • Ensure resourcing to meet community priorities is provided
   • Support a community advocacy and lobbying approach
4. Evaluate effectiveness of community action
   • Evaluate the effectiveness of activities using accepted strategies and mechanisms
   • Review progress of strategies with key people and negotiate and implement required changes
   • Document outcomes of evaluations and report to key people
5. Support identified community priorities
   • Assess relevance and appropriateness of a range of mechanisms and actions to address community priorities
   • Calculate and assess resources required for availability and appropriateness
   • Ensure resourcing to meet community priorities is provided
