Range Statement

This section specifies work environments and conditions that may affect performance. Essential operating conditions that may be present (depending on the work situation, needs of the candidate, accessibility of the item, and local industry and regional contexts) are included. Relevant personnel must include at least two of the following:

clients

managers or supervisors

waste site personnel.

Compliance requirements must include:

commonwealth, state and territory legislation relating to evaluating waste assessments, including:

environmental protection

hazardous substances and dangerous goods

industry codes

work health and safety

licensing requirements.

Waste site details and requirements must include:

access and egress points

security clearance

time of access

union requirements

work health and safety requirements and noise control

work permits.

Waste assessment data must include at least ten of the following:

agreed objectives

assessment procedures

assessment team

collected data

current management methods

environmental impacts

facility location and size

graphs and tables

outcomes

photographs

raw materials

recycling objectives

scope: sample, methodology, processes

sources

summary of waste stream characteristics and ranking.

Reviewed must include identifying:

hazards and risks or other health and safety issues

major waste characteristics and features

unanticipated waste findings.

Site analysis must include:

reviewing how waste is managed at the site

waste processes at the site.

Performance Evidence

A person demonstrating competency in this unit must satisfy the requirements of the elements, performance criteria, foundation skills and range of conditions of this unit.

The person must also evaluate two waste assessments.

While evaluating above waste assessments, the person must:

compile and evaluate data from the waste assessment and site analysis

consult with clients and stakeholders to identify and clarify the objectives of the waste assessment evaluation

follow organisational procedures to work safely and comply with regulatory and legal requirements

identify possible causes for unusual or extraordinary waste assessment results

identify specific site details and requirements and undertake a site analysis to identify possible causes of waste assessment findings

identify waste types and waste non-conformances at the waste management site

review waste assessment data, as specified in the range of conditions

prepare a waste assessment evaluation report detailing findings from the evaluation.

Knowledge Evidence

A person demonstrating competency in this unit must demonstrate knowledge of:

basic audit and evaluation techniques related to waste assessments

classifications of waste

hazards and risks associated with waste management including hazardous substances and dangerous goods

issues which can impact on waste generation, including:

maintenance downtime

product changeovers

production flows

quality control procedures

seasonal activity variations

shift times

start-up processes

waste collection routines

waste collection systems

organisational policies and procedures and regulatory and legal requirements relating to waste assessments

resource recovery and management options

types, streams and characteristics of waste

waste assessment processes, including:

available reprocessing options

estimating resource needs

material densities

possible benefits and outcomes from conducting a waste assessment

sampling and recording techniques

site scoping

visual assessment procedures

waste containment methods

waste disposal and recovery methods.
