Elements and Performance Criteria

1. Identify waste management services.
   • Waste management services are identified in consultation withrelevant personnel according to organisational and compliance requirements.
   • Types of plant, equipment and materials necessary to meet waste management services are identified according to organisational requirements.
2. Organise plant, equipment and materials.
   • Performance characteristics of plant, equipment and materials are assessed against required waste management services.
   • Product specifications are assessed to ensure plant, equipment and materials are fit for purpose according to waste management service requirements.
   • Purchase, hiring and leasing options for plant, equipment and materials are examined and selected to suit budget and usage patterns.
   • Negotiations with suppliers are conducted to source and obtain required plant, equipment and materials according to organisational requirements.
   • Plant, equipment and materials are maintained according to organisational and compliance requirements.
3. Maintain industry relationships and supply networks.
   • Business relationships with suppliers of plant, equipment and materials are maintained according to organisational requirements.
   • Up-to-date industry information on plant, equipment and materials is maintained according to organisational requirements.

Range Statement

Relevant personnel must include at least two of the following:	clients staff supervisors or team leaders suppliers.
Compliance requirements must include:	commonwealth, state and territory legislation relating to selecting and obtaining waste management plant, equipment and materials, including: environmental protection hazardous substances and dangerous goods industry codes procurement work health and safety licensing requirements.
Performance characteristics must include at least three of the following:	compliance with legislative, regulatory and environmental policy downtime and life expectancy fitness for purpose maintenance requirements performance specifications repair costs.

Performance Evidence

A person demonstrating competency in this unit must satisfy the requirements of the elements, performance criteria, foundation skills and range of conditions of this unit.

The person must also select and obtain plant, equipment and materials to meet the waste management service requirements on two separate occasions.

While selecting and obtaining waste management plant, equipment and materials, the person must:

consult with relevant personnel to identify waste management service requirements

negotiate with suppliers regarding the purchase, hire or lease of plant, equipment and materials

source and obtain plant, equipment and materials which are fit for purpose and suit organisational budget and usage patterns based on an assessment of performance characteristics

maintain industry relationships and supply networks to access up-to-date information and ensure optimal stock levels are maintained

follow organisational procedures to work safely and comply with regulatory and legal requirements relating to procurement of plant, equipment and materials

record and report details of procurement activities using organisational proformas.

Knowledge Evidence

A person demonstrating competency in this unit must demonstrate knowledge of:

classifications of waste

hazards and risks associated with waste including hazardous substances and dangerous goods

organisational policies and procedures and regulatory and legal requirements, including contractual requirements, relating to purchasing, hiring and leasing waste management plant, equipment and materials

performance characteristics of plant, equipment and materials used for waste management, as specified in the range of conditions

types, and suppliers of plant, equipment and materials used to provide waste management services.
