Elements and Performance Criteria

Range Statement

This section specifies work environments and conditions that may affect performance. Essential operating conditions that may be present (depending on the work situation, needs of the candidate, accessibility of the item, and local industry and regional contexts) are included. Relevant personnel must include at least two of the following:

clients

site personnel

staff

supervisors or team leaders.

Waste characteristicsmust include at least five of the following:

density

level of contamination

quality

shape

size

volume

weight.

Waste types must include at least one of the following:

solid: non-hazardous

liquid: non-hazardous

hazardous: regulated, prescribed, dangerous goods, quarantined, medical and clinical

recoverable resources.

Compliance requirements must include:

commonwealth, state and territory legislation relating to waste management service provision, including:

environmental protection

hazardous substances and dangerous goods

industry codes

work health and safety

licensing requirements.


Performance Evidence

A person demonstrating competency in this unit must satisfy the requirements of the elements, performance criteria, foundation skills and range of conditions of this unit.

The person must also plan waste management services to meet the needs of two clients.

While planning above waste management services, the person must:

consult with clients and other personnel to identify and clarify client’s waste management service requirements

conduct a site inspection and assess waste volume, characteristics and types, as specified in the range of conditions

develop a documented waste management service strategy which details personnel and costs required to deliver services to clients

use questioning and observation techniques to identify the client’s existing waste management habits and processes

follow organisational procedures to work safely and comply with regulatory and legal requirements.


Knowledge Evidence

A person demonstrating competency in this unit must demonstrate knowledge of:

classifications of waste

hazards and risks associated with waste including hazardous substances and dangerous goods

methods for conducting a site assessment to obtain information on the types, volume and characteristics of waste

organisational policies and procedures and regulatory and legal requirements relating to waste management service provision

range of waste management services offered by the organisation

waste types, streams, characteristics and non-conformances.
