Relevant personnel must include at least two of the following:

clients

site personnel

staff

supervisors or managers.

Compliance requirements must include:

commonwealth, state and territory legislation relating to waste management proposals and tendering, including:

client confidentiality

environmental protection

hazardous substances and dangerous goods

industry codes and standards

work health and safety and duty of care

licensing requirements.


Performance Evidence

A person demonstrating competency in this unit must satisfy the requirements of the elements, performance criteria, foundation skills and range of conditions of this unit.

The person must also develop two waste management proposals.

For each proposal, the person must:

identify, clarify and agree waste management services to be provided through client consultation and negotiation

prepare cost estimates that incorporate rates for equipment, materials and labour and are designed to return a profit to the organisation

use a computer and appropriate software to prepare and present the waste management service proposal in a clear format and layout which includes:

a clear description of the services to be provided and the equipment, labour and materials involved

legal compliance requirements

timelines for service provision.

While developing above waste management service proposals, the person must:

conduct a site inspection to identify problems impacting on service provision and to plan contingency solutions

obtain and compare quotations from equipment suppliers

follow organisational procedures to work safely and comply with regulatory and legal requirements relating to tendering for waste management services.


Knowledge Evidence

A person demonstrating competency in this unit must demonstrate knowledge of:

hazards and risks associated with waste including hazardous substances and dangerous goods

methods for addressing tendering criteria when developing proposals

organisational policies and procedures and regulatory and legal requirements relating to waste management service provision and tendering

organisational pricing schedules and procedures

range of waste management services offered by the organisation

record-keeping requirements for client accounts and financial records

waste types, streams, characteristics and non-conformances.
