Elements and Performance Criteria

1. Analyse tender requirements.
   • Tender specifications are analysed to identify waste management service requirements according to organisational and compliance requirements.
   • Specific criteria and conditions are identified and analysed according to organisational and compliance requirements.
2. Assess organisational capacity to meet tender requirements.
   • Organisation’s ability to provide waste management services is assessed against tender specifications according to organisational and compliance requirements.
   • Viability of tendering to provide waste management service is assessed in consultation with relevant personnel.
3. Estimate costs of waste management services.
   • Organisation’s rate schedules, industry-based labour rates and conditions to establish costing are assessed according to organisational requirements.
   • Quotations are obtained from external suppliers to ensure fair comparisons between suppliers.
   • Availability of labour, equipment, materials and other relevant items is confirmed according to organisational requirements.
   • Site inspection is conducted to identify factors that may affect service provision, and contingencies are planned.
   • Accuracy of estimate is reviewed and detailed budget is prepared according to tender specifications and organisational requirements.
4. Prepare and lodge tender submission.
   • Tender is prepared and checked for accuracy according to tender specifications, organisational and compliance requirements.

   • Tender is lodged with client within designated timeframe and a copy is stored according to organisational requirements.
5. Complete tender submission.

A person demonstrating competency in this unit must satisfy the requirements of the elements, performance criteria, foundation skills and range of conditions of this unit.

The person must prepare two tenders for waste management service provision.

While preparing above waste management service tenders, the person must:

analyse tender documents to identify waste management services required by the client, including:

work site specifications and timeframes

estimating site characteristics, and past experience and special requirements for waste management

identifying potential hazards and risks

estimating costs to the organisation

assess the viability of the tender to the organisation, with consideration of:

changes to legislation and regulatory issues

competition in tender process

cost of tender preparation

equipment and labour requirements

likely profit

time constraints

ability of organisation to provide the waste management services according to tender requirements and legislation and codes

conduct a site inspection to identify factors that may affect client requirements and plan contingencies

seek quotations from external suppliers, where required, to ensure fair comparisons between suppliers

consult with clients to clarify requirements

comply with organisational requirements and legal and regulatory requirements in the preparation of tenders

store and secure all records of the tender process and submission.
