Compliance requirements must include:

commonwealth, state and territory legislation relating to waste management, including:

client confidentiality

environmental protection

hazardous substances and dangerous goods

Relevant personnel must include at least two of the following:

Performance Evidence

A person demonstrating competency in this unit must satisfy the requirements of the elements, performance criteria, foundation skills and range of conditions of this unit.

The person must prepare two tenders for waste management service provision.

While preparing above waste management service tenders, the person must:

analyse tender documents to identify waste management services required by the client, including:

work site specifications and timeframes

estimating site characteristics, and past experience and special requirements for waste management

identifying potential hazards and risks

estimating costs to the organisation

assess the viability of the tender to the organisation, with consideration of:

changes to legislation and regulatory issues

competition in tender process

cost of tender preparation

equipment and labour requirements

likely profit

time constraints

ability of organisation to provide the waste management services according to tender requirements and legislation and codes

conduct a site inspection to identify factors that may affect client requirements and plan contingencies

seek quotations from external suppliers, where required, to ensure fair comparisons between suppliers

consult with clients to clarify requirements

comply with organisational requirements and legal and regulatory requirements in the preparation of tenders

store and secure all records of the tender process and submission.


Knowledge Evidence

A person demonstrating competency in this unit must demonstrate knowledge of:

quality procedures relating to:

best practice in waste management

previous similar tender proposals

benefits and outcomes from proposed services

nature and significance of waste minimisation hierarchy

organisational rate schedules for labour, equipment, materials and services

tendering processes and submission requirements

types of waste management services and operational features, including:

waste types, streams and characteristics

waste contaminants

waste disposal and recovery methods

waste non-conformances

waste processing plant types

waste processing techniques.
