Range Statement

This section specifies work environments and conditions that may affect performance. Compliance requirements must include:

commonwealth, state and territory legislation relating to work health and safety and waste management, including:

duty of care

environmental protection

hazardous substances and dangerous goods

industry codes and standards

requirements relating to major hazard facilities (MHFs)

licensing requirements.

Site areas must include:

exact locations of first aid and emergency facilities

evacuation areas

general public access and restricted areas

required emergency and personal protective equipment (PPE).

Relevant personnel must include at least three of the following:

site and other organisational personnel

staff or team members

supervisors or managers.


Performance Evidence

A person demonstrating competency in this unit must satisfy the requirements of the elements, performance criteria, foundation skills and range of conditions of this unit.

The person must also develop two waste management site safety plans.

For each plan, the person must:

assess site layout, wastes, areas and other specific requirements to identify specific site safety requirements

ensure organisational and legal compliance requirements relating to work health and safety (WHS) are incorporated into the plans

clearly identify and classify site areas, as specified in the range of conditions and on-site wastes by location and type

identify potential hazards and risks and emergency response procedures which are designed to ensure the safety of people, equipment, structures and the environment

consult with relevant personnel to check the quality of the plans, and to incorporate feedback to improve plans as required.

While developing above waste management site safety plans, the person must:

follow organisational procedures to work safely and comply with regulatory and legal requirements

use a computer and appropriate software to prepare and document the waste management site safety plans.


Knowledge Evidence

A person demonstrating competency in this unit must demonstrate knowledge of:

environmental issues relating to:

energy efficiency systems

lifecycle of products: reduce, reuse and recycle

renewable energy

features required for waste management site safety plans, including:

site contract requirements

waste disposal methods

waste minimisation

waste prevention

waste segregation

work procedures

environmental issues

education and training outline

recycling and recovery requirements

monitoring personnel performance following safety training

quality control checks

reviewing effectiveness of new procedures and processes

hazards and risks associated with waste management sites including hazardous substances and dangerous goods

licensing requirements related to waste management sites

organisational policies and procedures and regulatory and legal requirements relating to work health and safety including the hierarchy of controls and its application, and requirements relating to major hazard facilities (MHFs).
