Elements and Performance Criteria

1. Define project scope
   • Clarify project aim, purpose, product and outcome
   • Develop project budget and confirm with relevant project stakeholders
   • Determine and confirm project resources strategy including finance, personnel, technology and equipment requirements
   • Determine project personnel responsibilities
   • Communicate responsibilities clearly to project stakeholders and personnel
2. Develop project plan
   • Develop project plan including timeline, schedules, deliverables and contribution from project stakeholders
   • Develop project risk management strategy and resource management strategy in accordance with operational procedures
   • Clarify and confirm resource requirements and availability
   • Specify and confirm timeline and milestones
   • Brief relevant personnel on project plan, deadlines and responsibilities
3. Monitor project
   • Implement project plan
   • Support project personnel to ensure that project outcomes can be achieved
   • Use interpersonal skills to build trust and cooperation with project team
   • Assess progress against milestones and take contingency action as required to ensure project deadlines are met
   • Adjust project plan in accordance with contingency plans
   • Establish and maintain relevant documentation and correspondence register
   • Provide feedback to relevant personnel coordinating sections of the project
   • Finalise project within agreed timelines
   • Provide reports to management/stakeholders, as required
4. Evaluate project outcomes
   • Evaluate project outcomes against agreed aim and purpose
   • Evaluate project outcome quality
   • Review project plan using agreed measures
   • Communicate project evaluation outcomes with relevant personnel and incorporate recommendations into future project planning and management

Performance Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria on at least one occasion and include: applying organisational policies and procedures applying relevant legislation, regulations and operational policies to public affairs projects managing public affairs projects planning and coordinating a range of events/activities for different stakeholders publicising events and activities to encourage public participation.

Knowledge Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria and include knowledge of: evaluation in the context of public affairs projects and activities privacy principles project planning and coordination relevant legislation, regulations, organisational policies, organisational procedures and guidelines relating to public affairs, such as privacy, confidentiality, copyright, libel and slander using mass media.
