Elements and Performance Criteria

1. Plan counter-surveillance activity
   • Confirm instructions to conduct activity with supervisor
   • Identify resource availability, serviceability and constraints
   • Analyse situation, terrain and threat forces to determine operational risk
   • Conduct reconnaissance of operational area to inform planning process
   • Conduct research to inform planning process
   • Develop a counter-surveillance plan in accordance with operational procedures
   • Prepare counter-surveillance orders and deliver to team members
   • Conduct rehearsals in accordance with operational procedures
   • Confirm and monitor competence of team members
   • Liaise with outside agencies, as required
   • Identify hazards, assess risks and implement control measures in accordance with operational procedures
2. Conduct counter-surveillance activity
   • Direct and supervise counter-surveillance team in accordance with counter-surveillance plan
   • Recognise and respond to situations that require quick and decisive responses in accordance with operational requirements and procedures
   • Complete counter-surveillance tasks in accordance with counter-surveillance plan
   • Organise and direct support from outside agencies, as required
   • Provide technical advice to identified stakeholders in accordance with counter-surveillance plan
3. Finalise counter-surveillance activity
   • Provide information gained during activity to identified stakeholders in a timely manner
   • Complete counter-surveillance documentation in accordance with operational procedures
   • Conduct post activity analysis and make subsequent recommendations

Performance Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria on at least two separate occasions and include: applying relevant operational policies and procedures conducting liaison applying knowledge of human facial and body recognition characteristics applying knowledge vehicle recognition characteristics identifying hazards, assessing risks and implementing control measures navigating operating safely and within the constraints and limitations of local laws operating verbal communications equipment photographing objects and people planning, organising, monitoring and supervising the tasks of all the team members in accordance with organisational guidance positively identifying and tracking hostile surveillance within the parameters of the counter-surveillance plan preparing and writing counter-surveillance reports and/or completing relevant documentation.

Knowledge Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria and include knowledge of: counter-surveillance documentation counter-surveillance plan counter-surveillance techniques operational risk factors including: terrain threat forces regulatory framework relevant legislation and operational policies and procedures reporting standards and procedures resource administration including: resource serviceability resource constraints.
