Elements and Performance Criteria

1. Initiate data gathering for quick assessment
   • Liaise with stakeholders to gain consent for quick assessment to occur, in accordance with operational policies
   • Determine factors affecting complexity of quick assessment
   • Obtain information on life cycle of disease outbreak using appropriate data collection methods in accordance with operational procedures
   • Task and provide guidance to persons assisting with quick assessment to enable them to assist independently
   • Conduct environmental measurements and testing to support quick assessment
2. Analyse epidemiologic data
   • Construct a chronology of events to identify initial causative incident
   • Analyse causative incident/s to identify nature of disease causing outbreak, in accordance with operational procedures
   • Analyse epidemiologic data to identify disease spread and to classify disease outbreak proportions
   • Compare factors relating to disease outbreak to treatment information and organisation’s response to the disease outbreak in accordance with operational procedures
   • Contact relevant specialist authorities to seek expert advice to aid with assessment of disease, as required
3. Report assessment findings and implement disease control measures
   • Gain relevant stakeholder approval for assessment findings
   • Identify relevant control measures that specifically address factors relating to disease outbreak in accordance with operational procedures
   • Record and communicate assessment findings and control measures with relevant stakeholders
   • Conduct a control measure lesson learned activity to support wider environmental health support plan

Performance Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria on at least two separate occasions and include: analysing information applying legislation, and organisational policies and procedures communicating and consulting with relevant stakeholders coordinating activities of persons assisting with quick assessment establishing and maintaining administrative systems identifying hazards, assessing risks and implementing control measures making accurate assessments about the nature of disease causing the outbreak prioritising tasking using data collection methodology.

Knowledge Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria and include knowledge of: causes of disease transmission control measures of disease transmission epidemiology of disease food safety standards including: hazard analysis and critical control points (HACCP) approach to food control food storage and distribution standards health surveillance system pathophysiology of common communicable diseases planning and control systems process of disease relevant legislation, and organisational policies and procedures role and capabilities of other health care providers including environmental health team water quality assurance measures.
