Elements and Performance Criteria

1. Elements define the essential outcomes.
2. Monitor the performance of a population health project
   • Monitor project activities to ensure they are being delivered in accordance with project plan
   • Regularly review results of monitoring to allow any problems and opportunities to be addressed
3. Evaluate a population health project
   • Collect data to measure achievement of project goals and objectives as outlined in the project evaluation plan
   • Interpret data to identify findings in relation to project outcomes
4. Report on the outcome of a population health project
   • Identify evaluation report purpose, content and format requirements from the project evaluation plan
   • Prepare report on the findings of the evaluation process
   • Disseminate report to stakeholders in accordance with the project plan

Performance Evidence

The candidate must show evidence of the ability to complete tasks outlined in the elements and performance criteria of this unit, manage tasks and manage contingencies in the context of the job role. There must be demonstrated evidence that the candidate has:

conducted an evaluation of at least 2 population health projects against existing project plans, including documenting and disseminating an evaluation report in accordance with project plan.

Knowledge Evidence

The candidate must be able to demonstrate essential knowledge required to effectively complete tasks outlined in the elements and performance criteria of this unit, manage tasks and manage contingencies in the context of the work role. This includes knowledge of:

legal and organisation requirements relating to evaluating a population health project, including:

equity issues in population health

evidence-based practice

social change and advocacy processes

relevant international charters and/or declarations and documents

national, State/Territory and local health policies, goals, targets and priorities

organisation standards, policies and procedures, including scope of own role and responsibilities

project management aspects, including:

overview of the stages in population health project planning and evaluation

evaluation measures and design

quality assurance

appropriate reporting formats

different levels of evaluation, including:

process evaluation

impact evaluation

outcome evaluation.
