1. Prepare implementation plan
   • Actions are prioritised to provide the most effective and efficient resolution of issues within available resources.
   • Resources are allocated to match action priorities.
   • Processes are monitored to ensure the strategy is achieving objectives and is modified as required.
   • Relevant groups are identified that have the capacity and compatibility to carry out strategy actions.
   • Achievable time lines, schedules and targets are established.
