Elements and Performance Criteria

1. Implement the irrigation system management plan
   • Confirm performance measures for the irrigation system management plan.
   • Access and interpret historic system information to inform the implementation process.
   • Inform stakeholders about the system management plan.
   • Develop management plan components and activities for implementation.
   • Develop the implementation plan.
   • Determine responsibilities and timelines for the implementation activities.
2. Monitor and evaluate the operation and maintenance of the irrigation system
   • Plan, perform and report on monitoring and testing procedures to identify deviations of planned water system quantity, quality, release and flow rates.
   • Evaluate delivery of water to customers (timeliness, volume and flow rates) and identify, investigate and report deviations from agreed service.
   • Evaluate maintenance budgets, activity programs and output target measures.
   • Identify, investigate and report deviations from targets.
   • Identify and document links between operational problems and maintenance activities.
3. Report on the implementation of the irrigation system management plan
   • Identify, investigate and report deviations of planned water usage, quality and management plan procedures.
   • Review objectives of the management and implementation plans.
   • Make recommendations for changes to plan objectives and operational and maintenance procedures.

Performance Evidence

Evidence required to demonstrate competence must satisfy all of the requirements of the elements and performance criteria. If not otherwise specified the candidate must demonstrate evidence of performance of the following on at least one occasion.

performing the activities associated with the implementation and management of the operation and maintenance of irrigation delivery systems

calculating timelines for implementation activities

interpreting numerical data to control and measure delivery of water to customers

applying ratios to evaluate maintenance budgets, activity programs and output targets

gathering, interpreting and synthesising information to underpin the implementation of the irrigation management plan, including:

historical data

current legislation and standards

stakeholder views

the results of irrigation system testing and monitoring

planning and implementing testing processes and programs

monitoring and evaluating the outcomes of the irrigation system management plan

providing advice and communicating with stakeholders and users

preparing reports and recommendations for future action
