Elements and Performance Criteria

1. Establish networks and relationships
   • Develop formal and informal networks to support collaboration between the intelligence community and other stakeholders.
   • Develop relationships to support identifiable benefits to the intelligence community.
   • Support mutual cooperation through participation in cross-jurisdictional/interagency and other stakeholder activities.
   • Consult with clients/stakeholders to support jurisdictional and intelligence objectives.
2. Communicate and interact with other stakeholders
   • Provide information to clients/stakeholders to support collaboration.
   • Communicate with external agencies in accordance with jurisdictional memoranda of understanding and agreements.
   • Collaborate with clients/stakeholders to prevent duplication of effort and improve efficiency and effectiveness for policing and intelligence.

Performance Evidence

Evidence required to demonstrate competence must satisfy all of the requirements of the elements and performance criteria. If not otherwise specified the candidate must demonstrate evidence of performance of the following on at least one occasion.

identifying clients/stakeholders with mutual interests relevant to the intelligence process

communicating with clients/stakeholders

identifying opportunities for engagement with clients/stakeholders

disseminating and receiving information, in accordance with information security principles

identifying areas of duplication of effort with stakeholders

Knowledge Evidence

Evidence required to demonstrate competence must satisfy all of the requirements of the elements and performance criteria. If not otherwise specified the depth of knowledge demonstrated must be appropriate to the job context of the candidate.
