Elements and Performance Criteria

1. Analyse organisational issues
   • Identify the financial management implications of the internal and external issues facing the organisation.
   • Consult internal and external stakeholders and identify the impact of their expectations on financial management.
   • Analyse information to identify strategic financial management issues and the impact of legislative requirements.
2. Ascertain the current resource position of the organisation
   • Identify existing strategic priorities and confirm their resource requirements.
   • Asses the economic viability of proposed goals and objectives and identify resource requirements.
   • Prepare resource assessments to confirm the current resource position and seek endorsement by management.
3. Assist in identifying and assessing resourcing strategies
   • Consider the financial implications of alternative resourcing and program delivery strategies.
   • Use financial evaluation techniques to assess the effect and financial sensitivity of alternative strategies and program variations.

Evidence required to demonstrate competence must satisfy all of the requirements of the elements and performance criteria. If not otherwise specified the candidate must demonstrate evidence of performance of the following on at least one occasion.

preparing strategies and reports requiring precision of expression

financial assessment and evaluation

applying environmental and work health and safety procedures relating to working in the public sector

Evidence required to demonstrate competence must satisfy all of the requirements of the elements and performance criteria. If not otherwise specified the depth of knowledge demonstrated must be appropriate to the job context of the candidate.
