- Determine scope and objectives of the management audit in consultation with key stakeholders.
- Determine methodology, instruments, and baseline data.
- Arrange expert advice and assistance as required.
- Gather, collate and circulate management data to stakeholders for comment.
- Analyse results, identify strengths and formulate recommendations to improve management performance.
- Prepare and present a management audit report.
- Review governance arrangements
- Identify legislation, policies, standards and guidelines impacting on public sector governance and extract key requirements.
- Analyse the organisation’s governance framework to identify parameters and compare them to legislative and organisational requirements.
- Analyse data to evaluate the organisation’s deployment of its governance framework.
- Analyse previous reviews, audits or selfassessments to see how the organisation has measured and analyse the effectiveness of the governance framework and how the organisation has learnt from the experience.
- Determine the effectiveness and compliance of the framework identify shortcomings and formulate for continuous improvement.
- Discuss recommendations with management and staff, incorporate feedback and prepare and present a report.
- Benchmark organisational performance
- Design a benchmarking model in accordance with the organisation’s core business, functions and desired objectives.
- Conduct research to establish benchmarks for the measurement of organisational performance in key result areas determined by the organisation.
- Establish a process and manage the benchmarking exercise.
- Consult with staff in the areas to be benchmarked, to gather information and provide support to ensure outcomes are valid, reliable and useful for improving performance.
- Gather and analyse data against benchmarks, and discuss and present results.
- Write report to meet audience needs and include recommendations for improvement and an implementation model.
