Performance Evidence
Evidence required to demonstrate competence must satisfy all of the requirements of the elements and performance criteria. If not otherwise specified the candidate must demonstrate evidence of performance of the following on at least one occasion.
developing a business caseinterpreting and applying complex documents, including contracts, legislation and policy guidelinesgather and analyse organisational data, market data and stakeholder requirementsidentifying, analysing and predicting trendsplanning, monitoring and implementing change management strategiesmodelling effective team management approachessupporting professional development and learning in team membersresponding to and managing issues that ariseinterrogating corporate systems to obtain dataanalysing complex supply chains to identify risk, vulnerability and legalitydeveloping effective performance measurement metricsdocumenting procurement planning decisions and anticipated outcomesmanaging and updating procurement plans and sub-plans in line with organisational, strategic and budget planning documentsapplying complex strategies to develop organisational plans, including corporate, budget and procurement plans and sub plansmaintaining currency of best practice models relevant to procurement, contracting, logistics and enterprise market management and legislation, regulation, policy, government agreements and relevant legal decisions
Knowledge Evidence
Evidence required to demonstrate competence must satisfy all of the requirements of the elements and performance criteria. If not otherwise specified the depth of knowledge demonstrated must be appropriate to the job context of the candidate.
Commonwealth, state and/or territory, or local government legislation, regulation, policies, practices, procedures and guidelines in relation to procurement and financial managementinternational treaties relevant to trade and procurement practicesgovernment and inter-governmental policy and agreements in relation to procurement practicesprinciples and practices associated with Corporate Social Responsibility (CSR), sustainability and environmental issues as applicable to procurement and market behavioursresearch and analysis as applied to complex outcomes, trends and predictions of markets and procurement changescodes of conduct, codes of practice and standards of individual behaviour relating to procurement decisionsmicro and macro-economic issues applicable to market behaviours and the impact of procurementlegal issues and determinations impacting on procurementimplications for the organisation and for the market (suppliers) of key procurement strategies and/or arrangementswhole of life costing considerations and value for moneyfinancial, costing and accounting issues relevant to procurement and contractscultural issues relevant to procurement and industry development in specific markets or market sectors
