Elements and Performance Criteria

1. Plan and prepare to conduct transfer vehicle operations
   • Access, interpret and apply transfer vehicle operations documentation and ensure the work activity is compliant
   • Obtain, read, interpret, clarify and confirm work requirements
   • Identify and address potential risks, hazards and environmental issues, and implement control measures
   • Select and wear personal protective equipment appropriate for work activities
   • Confirm environmental protection and safety requirements
   • Obtain, interpret and implement traffic management signage requirements
   • Select and check for faults plant, tools and equipment to carry out tasks
   • Obtain and interpret emergency procedures, and be prepared for fire/accident/emergency
2. Transfer materials
   • Establish communication with other plant operators and personnel
   • Fit feeder bin
   • Perform start-up, park, shutdown and secure equipment procedures
   • Test vehicle controls and functions before commencing operations
   • Position transfer vehicle to deliver asphalt to paver without spillage
   • Direct delivery truck into position with the materials transfer vehicle
   • Receive asphalt from delivery truck into the materials transfer vehicle hoppers and monitor
   • Deliver asphalt to paver smoothly and without impact that would cause bounce in the paver
   • Maintain speed as directed by paver operator during transfer operations
3. Carry out operator maintenance
   • Park safely, shut down and prepare the material transfer vehicle for maintenance
   • Conduct inspection and fault finding
   • Remove defective parts and replace
   • Carry out regular programmed maintenance tasks
   • Clean out equipment between changeover of product and/or at the end of the work period
4. Clean up
   • Clear work area and dispose of or recycle materials
   • Clean, check, maintain and store plant, tools and equipment
   • Carry out housekeeping requirements

Performance Evidence

Evidence is required to be collected that demonstrates a candidate’s competency in this unit. Evidence must be relevant to the roles within this sector’s work operations and satisfy all of the requirements of the performance criteria of this unit and include evidence that the candidate:

locates and applies applicable legislation, documentation, policies and procedures

implements the requirements, procedures and techniques for the safe, effective and efficient completion of materials transfer vehicle operations including:

selecting and using required tools and equipment

positioning and testing vehicles

transferring materials

carrying out operator maintenance

works effectively with others to undertake and complete materials transfer vehicle operations that meets all of the required outcomes including:

organising work activities to meet all task requirements

communicating clearly and concisely with others to receive and clarify work instructions

using a range of communication techniques and systems such as signage to advise others of work activity and exclusion zone

communicating with paver operator to maintain speed during transfer operations

demonstrates completion of conducting materials transfer vehicle operations that safely, effectively and efficiently meets all of the required outcomes on more than one (1) occasion including:

identifying, reporting and recording hazards and risks

positioning transfer vehicle to deliver asphalt to paver without spillage

delivering asphalt to paver smoothly and without impact that would cause bounce in the paver

Knowledge Evidence

The candidate must demonstrate knowledge of conducting materials transfer vehicle operations through:

applying legislative, organisational and site requirements and procedures for:

site and equipment safety requirements

asphalt paving techniques

safe operating techniques in all terrain

material transfer vehicle equipment types, characteristics, technical capabilities and limitations

applying and monitoring operational, maintenance and basic diagnostic procedures

applying site isolation and traffic control responsibilities and authorities

applying processes for the calculation of material requirements, application rates and travel speed

safety data sheets and materials handling methods

applying project quality requirements

preparing and/or implementing JSAs/JSEA/safe work method statements
