Elements and Performance Criteria

1. Plan and prepare for bitumen tanker operations
   • Access, interpret and apply bitumen tanker operations documentation and ensure the work activity is compliant
   • Obtain, read, interpret, clarify and confirm work requirements
   • Identify and address potential risks, hazards and environmental issues, and implement control measures
   • Select and wear personal protective equipment appropriate for work activities
   • Select and check for faults plant, tools and equipment to carry out tasks
   • Confirm and apply environmental protection and safety requirements
   • Obtain and interpret emergency procedures, and be prepared for fire/accident/emergency
2. Set up tanker for operation
   • Carry out pre-operational checks on bitumen tanker
   • Fill ancillary tanks and ensure adequate materials are available to perform tanker operations
   • Check tanks to prevent contamination
   • Obtain load details, including correct amount of any additives
3. Load tanker
   • Carry out pre-start and start-up procedures
   • Drive and operate tanker
   • Check previous load details for compatibility
   • Load tank with the prescribed amount of material
   • Add and mix additives to specifications
   • Check temperature of the material and ensure compliance with manufacturer’s specifications
   • Measure, calculate and record material quantities and additives
   • Heat materials in accordance with manufacturer’s/suppliers’ instructions
4. Transfer materials
   • Set up transfer site
   • Confirm transfer procedures with depot supervisor/sprayer driver
   • Transfer materials
   • Record details of transferred materials
5. Empty tanker
   • Empty tank into storage or waste
   • Clean tank interior
6. Carry out operator maintenance
   • Prepare machine for maintenance
   • Conduct inspection and fault finding
   • Carry out scheduled maintenance tasks
   • Process written maintenance records
7. Clean up
   • Clear work area and dispose of or recycle materials
   • Clean, check, maintain and store plant, tools and equipment
   • Carry out housekeeping requirements

Performance Evidence

Evidence is required to be collected that demonstrates a candidate’s competency in this unit. Evidence must be relevant to the roles within this sector’s work operations and satisfy all of the requirements of the performance criteria of this unit and include evidence that the candidate:

locates and applies applicable legislation, documentation, policies and procedures

implements the requirements, procedures and techniques for the safe, effective and efficient completion of the conduct of bitumen tanker operations including:

select and use relevant tools and equipment safely

identify and report on hazards related to the worksite and work activity

works effectively with others to undertake and complete the conduct of bitumen tanker operations that meets all of the required outcomes including:

complying with written and verbal reporting requirements and procedures

communicating clearly and concisely with others to receive and clarify work instructions

communicating clearly and concisely with others to resolve coordination requirements prior to commencing and during work activities

demonstrates completion of conducting bitumen tanker operations that safely, effectively and efficiently meets all of the required outcomes on more than one (1) occasion including:

transfer a minimum of three (3) different materials, one of which must be a PMB;

loaded from a refinery or depot

mixed and heated

transferred to at least one roadside and one storage depot

calculation and recording of all details for the activities

Knowledge Evidence

The candidate must demonstrate knowledge in conducting bitumen tanker operations through:

accessing, interpreting and applying legislative, organisation and site requirements and procedures for:

site and equipment safety requirements

heating bitumen

housekeeping

equipment types, characteristics, technical capabilities and limitations

understanding bituminous materials and their characteristics

complying with the operational, maintenance and basic diagnostic procedures

safety data sheets and materials handling methods

understanding the treatment for bitumen burns

complying with the quality requirements and environmental systems and standards

understanding the handling and safe use of bitumen hoses

preparing and/or implementing JSAs/JSEA/safe work method statements
