Elements and Performance Criteria

1. Plan and prepare for inspecting and reporting on pavement condition
   • Access, interpret and apply pavement condition reporting and inspection documentation and ensure the work activity is compliant
   • Obtain, read, interpret, clarify and confirm work requirements
   • Identify and address potential risks, hazards and environmental issues, and implement control measures
   • Select and wear correct personal protective equipment appropriate for work activities
   • Identify, obtain, confirm and implement signage requirements
   • Select and check for faults all tools and equipment to carry out tasks
   • Identify and confirm specific task requirements
   • Ensure a job plan is available which makes best use of the available resources and meets task requirements
2. Carry out inspection and reporting of pavement condition
   • Ensure clear, concise and timely verbal and written instructions are communicated to team members and others involved
   • Confirm the resources are available
   • Set out tasks to ensure effective completion of the work activity
3. Oversee the execution of tasks
   • Monitor pavement condition inspection performance to ensure it meets the task requirements
   • Initiate adjustments to work practice or job plan to ensure safe execution of work and achievement of required outcomes
   • Supply coaching solutions where tasks require problem solving
   • Ensure plant equipment and tools maintenance requirements are carried out and recorded
   • Monitor movements and hazards and identify and communicate changes to the work environment during the work process
4. Conduct housekeeping activities
   • Ensure the clearing of the work area and disposal of, reuse or recycling of materials
   • Clean, check, maintain and store machinery, tools and equipment
5. Report on the execution of tasks
   • Complete and submit written reports as required
   • Recommend corrective actions to improve the safety, efficiency and effectiveness of the execution of tasks

Performance Evidence

Evidence is required to be collected that demonstrates a candidate’s competency in this unit. Evidence must be relevant to the roles within this sector’s work operations and satisfy all of the requirements of the performance criteria of this unit and include evidence that the candidate:

locates and applies relevant documentation, policies and procedures

implements the appropriate procedures and techniques for the safe, effective and efficient inspection of and reporting on pavement condition including:

accessing, interpreting and applying documentation for inspecting and reporting on pavement condition

identifying and applying relevant specifications to all work activities

identify and confirm specific task requirements

identifying, addressing and reporting potential hazards and risks

identifying, obtaining, confirming and supervising the implementation of signage and barrier requirements

selecting and checking for faults all plant, tools and equipment to carry out tasks

identifying, addressing and reporting environmental issues

ensuring a job plan is available and communicated which makes best use of the available resources and meets task requirements

works effectively with others to plan, prepare and conduct the inspection of and reporting on pavement condition including:

preparing for and organising work activities to meet all task requirements

communicating clearly and concisely with others to allocate work tasks and work instructions

monitoring movements and hazards and identifying and communicating changes to the work environment during the work process

demonstrates completion of inspections and reports on pavement conditions that safely, effectively and efficiently meets all of the required outcomes on more than one (1) occasion including:

ensuring the provision of all plant, tools, equipment and resources

initiating tasks by overseeing the allocation, progression and completion of tasks to meet job requirements

supplying coaching solutions where tasks require problem solving

ensuring plant, equipment and tools maintenance requirements are carried out and recorded

supervising the clearing of the work area and disposing of, reusing, recycling or storing of materials

reporting on the execution of tasks

recommending improvements to the safety, efficiency and effectiveness of the execution of tasks

evidence of the consistent and successful supervision of inspection of and reporting on pavement condition

The candidate must demonstrate knowledge of the following when inspecting and reporting on pavement condition through:

accessing, interpreting and applying the organisation and site requirements and procedures for:

identifying and managing risks

identifying, addressing and reporting environmental issues and ground conditions

setting up work activity

site isolation, signage, erecting barriers and traffic control

work health and safety

managing waste

selecting and checking for faults, all plant, tools and equipment to carry out tasks

supervising work to specifications

the application of the principles and methods of inspect and report on pavement conditions

applying effective techniques to supervising inspecting and reporting on pavement conditions
