Elements and Performance Criteria

1. Plan and prepare for the application of the underground emergency preparedness and response systems
   • Access, interpret and apply underground coal mine emergency and preparedness and response system documentation and ensure the work activity is compliant
   • Obtain, read, interpret, clarify and confirm work requirements
   • Identify and address potential risks, hazards and environmental issues and implement control measures
   • Select and wear personal protective equipment appropriate for work activities
   • Access, interpret and explain the emergency preparedness and response plans
   • Identify, interpret and communicate roles and responsibilities, as specified in the emergency preparedness and response plans
   • Communicate and coordinate activities with others prior to, during and on completion of the work activity
   • Identify, obtain and allocate resources required for the application of the emergency preparedness and response plans
   • Identify training needs of individuals, and prepare training plans
2. Apply the emergency preparedness and response plan
   • Receive, clarify, confirm and communicate incident information
   • Identify, assess and communicate the type and scope of the incident
   • Apply and monitor emergency response, evacuation plans and action plans/ procedures
   • Apply procedures for monitoring, recording and reporting on emergency incident
   • Apply procedures for the collection, analysis and validation of emergency preparedness and response data
   • Contribute to the management of the incident
   • Identify, locate, obtain and apply emergency equipment to the incident
   • Isolate potential sources of danger and put in place warning signs/signals/barriers
   • Coordinate and control response to incident
   • Communicate incident information
   • Participate in audit, debrief and review requirements
   • Process written records and reports
3. Apply the emergency preparedness and response routine plan maintenance procedures
   • Schedule and carry out inspections, equipment repair and maintenance activities
   • Record and report required maintenance, and recommend corrective actions

Performance Evidence

Evidence is required to be collected that demonstrates a candidate’s competency in this unit. Evidence must be relevant to the roles within this sector’s work operations and satisfy all of the requirements of the performance criteria of this unit and include that the candidate:

locates and applies relevant legislation, documentation, policies and procedures

implements appropriate procedures and techniques for the safe, effective and efficient application and monitoring underground coal mine emergency preparedness and response systems including:

assessing the situation and making decisions

developing and applying contingency plans

questioning to determine accurate details

emergency response, evacuation and action plans

accessing, interpreting and applying technical and safety information

managing risks and hazards

selecting and using personal protective equipment

locating and setting up a fresh air base

collect, collate, interpret and report incident/emergency data

works effectively with others to apply and monitor underground coal mine emergency preparedness and response systems that meets all the required outcomes including:

complying with written and verbal reporting requirements and procedures

communicating clearly and concisely with others to receive and clarify work instructions

communicating clearly and concisely with others to coordinate work activities

operating emergency communication systems

demonstrates completion of applying and monitoring underground coal mine emergency preparedness and response systems that safely, effectively and efficiently meets all of the required outcomes on more than one (1) occasion including:

isolating potential risks and hazards using barricading techniques

identifies training needs and prepares training plans

identifies, assess and communicates types and scope of incidents

collecting, analysis and validation of preparedness and response data

locating and applying the use of emergency equipment

participating in audits, debriefs and reviews of incidents and procedures
