Elements and Performance Criteria

1. Plan and prepare for implementing emergency preparedness and response systems
   • Access, interpret and apply emergency preparedness and response system implementation documentation and ensure the work activity is compliant
   • Obtain, read, interpret, clarify and confirm work requirements
   • Identify and address potential risks, hazards and environmental issues and implement control measures
   • Select and wear personal protective equipment appropriate for work activities
   • Access, interpret and clarify the emergency preparedness and response system
   • Identify and communicate roles and responsibilities of others in the emergency preparedness and response plans Identify, obtain and allocate resources and personnel required for the implementation of the system
   • Identify training needs of individuals, and prepare training plans Consult with others on how the system is to be implemented, clarify intent and receive feedback
   • Prepare and schedule review of the system
2. Implement the emergency preparedness and response systems
   • Receive and communicate incident information in accordance with established emergency preparedness and response procedures
   • Identify, assess and communicate the type and scope of the incident

   • Implement procedures for monitoring, recording and reporting on emergency incidents
   • Implement procedures for the collection and analysis of emergency preparedness and response data
   • Develop and implement action plans to manage the emergency/incident
   • Deploy required services, personnel, equipment and resources to meet emergency response/action plan
   • Communicate incident information with emergency personnel and Incident Control

   • Contribute to investigations into the cause of the emergency/incident

Performance Evidence

Evidence is required to be collected that demonstrates a candidate’s competency in this unit. Evidence must be relevant to the roles within this sector’s work operations and satisfy all of the requirements of the performance criteria of this unit and include that the candidate:

locate and apply relevant legislation, documentation, policies and procedures

works effectively with others to undertake and complete the emergency preparedness that meets all of the required outcomes including:

complying with written and verbal reporting requirements and procedures

communicating clearly and concisely with others to provide and clarify work instructions

communicating clearly and concisely with others to coordinate work activities

operating emergency communication systems

demonstrates completion of implementing emergency preparedness and response systems that safely, effectively and efficiently meets all of the required outcomes on more than one (1) occasion including:

assessing and communicating the nature and scope of the incident in accordance with emergency preparedness and response plans

identifying and implementing relevant emergency plans in accordance established emergency preparedness and response procedures

implementing emergency response and evacuation plans and procedures in accordance with established emergency preparedness and response procedures

implementing operations facilities for incident management in accordance with established emergency preparedness and response procedures

implementing procedures for monitoring, recording and reporting on emergency incidents according to statutory requirements and those of established emergency preparedness and response procedures

implementing procedures for the collection and analysis of emergency preparedness and response data

participating in review and audit of systems, plans and processes
