Elements and Performance Criteria

1. Check stacking/ discharge list at shift commencement
   • Yard or terminal stacking/discharge lists are checked against container/cargo documentation and operational order of work, taking into account both ship and shore operations
   • Stacking discharge lists are continually updated to reflect correct location of containers and cargo
2. Assess and plan container/cargo consolidation
   • Yard or terminal plans are assessed and consolidation of container/cargo within the yard or terminal is planned as required
   • Consolidation plans are prepared to ensure efficiency of operations and efficient use of available yard/terminal space
   • Final yard/terminal positions are obtained from consolidation plans and are recorded
3. Allocate stack positions
   • Stack positions are allocated based on nature of container/cargo concerned and requirements of yard/terminal operations
   • Stacking plan is communicated to relevant personnel in accordance with workplace procedures
4. Identify and check containers/cargo
   • Containers/cargo are identified and checked at point of entry to yard and prior to stacking
   • Agreement between numbers and marks on container/cargo and shipping documentation is confirmed
   • Cargo/containers are inspected and appropriate action is taken to report identified damage or defects in accordance with workplace procedures
   • Stacking plans are followed and efficient movement within the yard is facilitated
   • Documentation is checked prior to performing completion procedures, in accordance with workplace procedures and regulatory requirements

Performance Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria on at least one occasion and include:

applying effective eye-hand coordination applying relevant legislation and workplace procedures communicating effectively with others estimating size, shape and special requirements of loads identifying cargo, container and goods, coding, Australian Dangerous Goods (ADG) Code/International Maritime Dangerous Goods (IMDG) Code markings and emergency information panels identifying, selecting and using relevant equipment, processes and procedures modifying activities depending on operational contingencies, risk situations and environments operating and adapting to differences in equipment in accordance with workplace procedures reading and interpreting relevant instructions, procedures and labels receiving, acknowledging and sending messages using appropriate communications equipment working systematically with required attention to detail without injury to self or others, or damage to goods or equipment.

Knowledge Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria and include knowledge of:

Australian and International Standards, codes and regulations relevant to processing the receipt and delivery of containers and cargo including current ADG Code cargo marking and numbering systems operational work systems, equipment, management and site operating systems for the receipt and delivery of containers and cargo problems that may occur when processing the receipt and delivery of containers and cargo, and appropriate action that can be taken to resolve these problems relevant bond, quarantine or other legislative requirements relevant handling and safety codes relevant work health and safety (WHS)/occupational health and safety (OHS) and environmental protection procedures and guidelines site layout, stacking plans and available stacking space workplace procedures and policies for processing the receipt and delivery of containers and cargo.
