Elements and Performance Criteria

1. Obtain information on towing job
   • Information on towing job is obtained from base or depot in accordance with operating procedures
   • Further information on towing requirements is obtained at scene of job
2. Assess towing requirements
   • Equipment requirements and techniques to carry out towing job are assessed
   • Potential hazards that may be experienced at towing site and during towing operation are identified and appropriate precautions and strategies are adopted to manage and control the risks involved
   • Type of vehicle to be towed is identified and critical aspects of vehicle design are determined
3. Determine appropriate plan of action
   • Sequence of action and plan for towing activity and safety and security of persons, vehicles and property, are determined in accordance with regulatory requirements and standard operating procedures
   • Towing vehicle and associated equipment to carry out job are organised to be available for the work
4. Set up and secure towing situation
   • Setting up and securing of towing situation is carried out in accordance with established action plan
   • Safety equipment, witches hats and safety signs are deployed in accordance with standard operating procedures and regulatory requirements
   • Onlookers and other personnel in the vicinity of towing situation are managed in accordance with applicable safety management procedures and security requirements
   • Vehicle or equipment to be towed is manoeuvred into position using relevant equipment in accordance with standard operating procedures and regulatory requirements
   • Vehicle or equipment to be towed is secured using appropriate winches, ropes and cables in accordance with relevant load restraint regulations and standard operating procedures
5. Record and report inspection and testing results
   • Assessment of towing situation and action taken are accurately reported in accordance with regulatory requirements, workplace policy and industry guidelines
   • Clear, unambiguous and concise records are kept in accordance with workplace procedures
   • Clear reference is made to issues, hazards or incidents that may have arisen when attending towing situation and related action taken

Performance Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria on at least one occasion and include:

applying precautions and required action to minimise, control or eliminate identified hazards applying relevant legislation and workplace procedures communicating effectively with others completing relevant documentation modifying activities depending on workplace contexts, risk situations and towing situations planning and prioritising own work, predicting consequences and identifying improvements reading and interpreting relevant instructions, procedures and information recognising problems and taking appropriate action selecting and use personal protective equipment in accordance with work health and safety (WHS)/occupational health and safety (OHS) requirements selecting and using relevant equipment and tools working safely and collaboratively with others.

Knowledge Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements, performance criteria and include knowledge of:

documentation and record requirements when checking and assessing equipment operational capability hazards that may exist when setting up and securing a towing situation and precautions and action that should be taken to minimise or eliminate identified hazards housekeeping standards and procedures operational of work systems, equipment, management and workplace standard operating systems for checking and assessing equipment operational capability operational safety requirements for equipment concerned problems that may occur when setting up and securing a towing situation and appropriate action that can be taken to resolve these problems regulations and standards relevant to setting up and securing a towing situation relevant WHS/OHS and environmental protection procedures and guidelines tools and equipment used when setting up and securing a towing situation and the precautions and procedures that should be followed in their use towing equipment characteristics, applications, capabilities and limitations workplace procedures and policies for checking and assessing equipment operational capability.
