Elements and Performance Criteria

  1. Drive and monitor train
  2. Motive power unit is operated in accordance with manufacturer instructions, and organisational policies and procedures
  3. Motive power unit is operated safely with consideration of train consist and loading to minimise wear and fuel use, and to avoid damage
  4. Motive power unit handling techniques, and track and road knowledge are applied to eliminate or minimise risk of injury to personnel or damage to equipment, rolling stock and load
  5. Hazards are identified, risks are assessed and risk control measures are implemented
  6. Equipment and rolling stock are monitored to maintain optimum running conditions and to identify faults, defects and inefficiencies
  7. Appropriate action is taken in response to identified faults, defects and deficiencies to ensure safe operation of motive power unit
  8. Control and monitor train running
  9. Events and circumstances affecting planned running schedule are communicated to relevant personnel in accordance with organisational policies and procedures
  10. Instructions received from network control officer, are interpreted and applied to ensure safe and effective control of train
  11. Communications are maintained with relevant personnel during train journey in accordance with relevant safeworking systems, network requirements, and organisational policies and procedures
  12. Instructions concerning train operation are given to relevant personnel to ensure safe and efficient running
  13. Respond to changed operating factors
  14. Instructions regarding changed operating factors are confirmed, interpreted and followed, in accordance with safeworking systems, network owner requirements, and organisational policies and procedures
  15. Temporary signs and/or signals, hand signals and verbal movement commands are interpreted and followed, in accordance with safeworking systems, network owner requirements, and organisational policies and procedures
  16. Hazardous situations are recognised and appropriate action is taken to minimise risk to passengers/freight and equipment
  17. Emergency situations are recognised and actions are taken in accordance with safeworking systems, network owner requirements, and organisational policies and procedures
  18. Stable or handover train
  19. Train is stabled in accordance with safeworking system requirements, operational instructions and organisational procedures
  20. Safety devices are activated or put in position in accordance with organisational policies and procedures
  21. Prior to stabling/handover, documentation relevant to train and activities undertaken en route is updated and provided to relief crew or completed and forwarded to appropriate personnel, in accordance with organisational policies and procedures
  22. Prior to stabling/handover, relevant housekeeping activities are completed in accordance with organisational policies and procedures
  23. Relevant personnel are advised of condition and location of train in accordance with organisational policies and procedures
  24. Incidents or unusual occurrences are recorded and reported to relevant personnel in accordance with organisational policies and procedures

Performance Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria on at least one occasion and include:

communicating effectively with others

identifying and assessing motive power unit defects and deficiencies and taking appropriate action to report, isolate, repair or replace identified defective equipment in accordance with organisational procedures

identifying job hazards and taking required action to minimise, control or eliminate identified hazards

interpreting and following operational instructions and prioritising work

modifying activities depending on operational contingencies, risk situations and environments

operating and adapting to differences in equipment in accordance with standard operating procedures

operating and monitoring a motive power unit on a main line

reading and interpreting instructions, procedures and information relevant to train operations

selecting and using relevant equipment and materials

selecting and using required personal protective equipment conforming to industry and work health and safety (WHS)/occupational health and safety (OHS) standards

working collaboratively with others

working systematically with required attention to detail without injury to self or others, or damage to goods or equipment.


Knowledge Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria and include knowledge of:

appropriate motive power unit and rolling stock systems

emergency workplace procedures

problems that can occur with train operations and action that should be taken

procedures for fixed and hand signalling, and voice communication

relevant documents

relevant environmental protection legislation, regulations and procedures

relevant legislated rail safety requirements, codes of practice and/or guidelines

relevant WHS/OHS legislation, regulations and procedures

safeworking systems and requirements.
