Elements and Performance Criteria

1. Prepare cargo transfer
   • Job hazards are identified and required action is taken to minimise, control or eliminate identified hazards
   • Working area is prepared and maintained in accordance with national standards, safety codes and site operating procedures
   • Unsafe work practices and/or faulty equipment is reported in accordance with enterprise procedures
   • Correct protective equipment is identified and worn/used
2. Calculate safe working load or working load limit of slings and loads
   • SWL or WLL is calculated using standardised formulae for different types of lifting cables
   • Lifting equipment is checked to determine SWL
   • Slinging gear is checked for conformity with safety equipment
3. Sling and unsling cargo
   • Cargo is slung/unslung in accordance with national standards, safety codes and site operating procedures
   • Correct securing devices are identified and used
   • Load is steadied by tag lines as required
   • Damaged cargo is identified and reported in accordance with enterprise procedures
   • Slinging attachments are released from load ensuring no injury to personnel or damage to machinery or cargo
4. Strap and unstrap goods
   • Cargo is strapped and unstrapped in accordance with national standards, safety codes and site operating procedures
   • Mechanical strapping equipment is used in accordance with manufacturer instructions
   • Damaged cargo is identified and reported in accordance with enterprise reporting procedures
   • Strapping arrangements are secured/released to/from load ensuring no injury to personnel or damage to machinery or cargo

Performance Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria on at least one occasion and include:

applying precautions and required action to minimise, control or eliminate identified hazards applying relevant high risk work legislation and workplace procedures calculating safe working load (SWL) and working load limit (WLL) communicating and working effectively with others completing relevant documentation inspecting equipment prior to use implementing contingency plans modifying activities depending on operational contingencies, risk situations and environments monitoring and prioritising work activities in terms of planned schedule operating and adapting to differences in equipment in accordance with workplace operating procedures planning own work, predicting consequences and identifying improvements reading, interpreting and following relevant instructions, procedures, information and signs reporting and/or rectifying identified problems promptly, in accordance with regulatory requirements and workplace procedures selecting and using relevant gear and equipment when preparing cargo for transfer with slings selecting and using required personal protective equipment conforming to industry and work health and safety (WHS)/occupational health and safety (OHS) standards using balance points and estimating weights in setting up loads to be shifted working systematically with required attention to detail without injury to self or others, or damage to goods or equipment.

Knowledge Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria and include knowledge of:

cargo potential for toxicity, reactiveness, material grade, type and purpose including information from relevant safety data sheets (SDSs)/material safety data sheets (MSDSs) and current Australian Dangerous Goods (ADG) Code documentation documentation and record requirements gear and equipment used when transferring cargo with slings, and precautions and procedures that should be followed in their use housekeeping standards and procedures operational work systems, equipment, management and site operating procedures for transferring cargo with slings problems that may occur when preparing cargo for transfer with slings and appropriate action that can be taken to resolve these problems relevant regulations for transferring cargo with slings, including current ADG Code and bond, quarantine and other high risk work legislative requirements relevant WHS/OHS and environmental protection procedures and guidelines requirements for SWL and WLL slings, dogging and rigging licence to perform high risk work requirements site layout and obstacles workplace procedures and policies for transferring cargo with slings.
