Elements and Performance Criteria

1. Top load vehicle
   • Prior load is determined and prescribed switch load procedures are followed
   • Product type and quantity to be loaded are checked to determine whether they are in accordance with delivery documentation, and are within safe carrying capacity and gross weight limitations of vehicle
   • Discrepancies are rectified in accordance with company procedures
   • Locations of emergency equipment and emergency procedures are identified before loading commences
   • Personal protective equipment (PPE) is identified and worn in accordance with regulatory and site requirements
   • Vehicle is checked to ensure it is correctly placarded for product to be loaded
   • Product transfer equipment is connected and bonded in accordance with organisational and site procedures
   • Site procedures are followed for commencement of loading process
   • Vehicle is safely loaded with product using only approved equipment, in accordance with organisational requirements and site procedures
   • Loading process and fill levels are monitored in accordance with company and site procedures
   • At completion of loading process, all valves on vehicle and load-out facility are closed, and all transfer equipment is secured in accordance with site procedures
   • Loaded vehicle is checked to be within legal weight limitations, and compliant with regulatory requirements and company procedures
   • Pre-departure inspection of loaded vehicle is undertaken to ensure hoses, pipes and cables are disconnected and secure, brake interlock is deactivated, and any obstacles are cleared in accordance with company procedures
   • Site is restored to a clean and tidy condition in accordance with site procedures
   • Vehicle is moved from loading area without damage to property or injury to people in accordance with site procedures
2. Work at heights on a dangerous goods tanker
   • Prior to ascending or descending vehicle ladders, required fall restraint safety equipment is connected to vehicle in accordance with safety regulations and site procedures
   • When operating on top of vehicle, all fall restraint safety equipment is connected, in accordance with site and safety regulations
3. Complete load documentation
   • Pre-load documentation is submitted prior to loading and is checked for accuracy of expected load
   • Shipping documentation is completed, checked and secured in vehicle, in accordance with organisational and legislative requirements, at completion of load

Performance Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria on at least one occasion and include:

applying manual handling practices applying correct methods for ascending and descending a tanker ladder checking integrity of dangerous goods by checking: caps hatches valves completing documentation required for top loading a dangerous goods tanker including: dangerous goods shipping documentation, current Australian Dangerous Goods (ADG) Code relevant Australian Standards and certification requirements relevant internal data entry books, including logbooks, data sheets and load sheets transport regulations as they apply to the enterprise, including local authority regulations and procedures workplace policies and procedures ensuring gross weight limitation of a tanker complies with: manufacturer safe fill levels and vehicle mass limits National Heavy Vehicle Accreditation Scheme (NHVAS) requirements state/territory legislation transport emergency response plan (TERP) identifying and preparing product transfer tanker equipment including: bonding devices brake interlock delivery hoses external piping and fittings overfill protection systems valves warning devices identifying dangerous goods and hazardous materials identifying product and volume of goods using emergency equipment including: emergency shutdown controls evacuation controls eye wash equipment and safety showers fire extinguishers spill control equipment using personal protective equipment (PPE) and safety measures including: chemical resistant gloves communications switch high visibility clothing and safety vest intrinsically safe, full cover protective clothing safety headwear and footwear safety glasses.

Knowledge Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria and include knowledge of:

applicable legislative procedures and codes including: current ADG Code environmental protection legislation and regulations fatigue management regulations relevant state/territory roads and traffic authority driving regulations and licence or permit requirements for operating heavy vehicles on unsealed roads road rules work health and safety (WHS)/occupational health and safety (OHS) legislation control operation placarding requirements for dangerous goods carrying vehicles potential hazards when top loading a dangerous goods tanker preparation methods for tanker equipment safe loading procedures TERP working at heights controls and safe methods.
