Elements and Performance Criteria

1. Prepare to work safely near electrical assets
   • Relevant state/territory safe work legislative requirements are identified
   • Unsafe distances (clearance zones, no go zones or exclusion zones) near low and high voltage power lines are confirmed and applied to safe work planning
   • Safe work practices and procedures are planned for in accordance with state/territory regulatory requirements, codes of practice and workplace policies
   • Safe approach distances are identified and confirmed in accordance with state/territory legislation
   • Potential hazards are identified, risks are assessed and risk control options are prioritised and documented in accordance with workplace operating procedures and state/territory regulatory requirements
   • Incident response plans are developed in accordance with safe systems of work, job safety, environmental analysis, work method statements and state/territory regulatory requirements
2. Carry out work near electrical assets safely
   • Work health and safety (WHS)/occupational health and safety (OHS) principles and practices are applied, as required
   • Hazards are identified and monitored during work tasks
   • Changes to assessed risks are monitored
   • Risk control options are implemented, monitored and amended as required to ensure safe work operations
   • Potential risks and hazards are recorded and reported in accordance with workplace policies and state/territory regulatory requirements
   • Emergency procedures and incident response plans are appropriately prepared for all tasks and implemented in an emergency
   • All personnel on the specific task or job site are made aware of the location of emergency procedures and incident response plans
   • Content of emergency procedures and incident response plans is explained
3. Cease work near electrical assets when safety is compromised
   • Operation of vehicle is stopped immediately contact with electrical assets is made, in accordance with workplace policies and procedures and state/territory regulatory requirements
   • Nature of electrical incident or potential threat is assessed and communicated to relevant personnel in accordance with workplace policies and procedures, and state/territory regulatory requirements
   • Request for emergency services to be contacted is made in accordance with workplace policies and procedures
4. Evaluate additional potential threats
   • While remaining in vehicle, additional threats are evaluated and a suitable plan of action to address these additional threats is determined in accordance with workplace policies and procedures, and state/territory regulatory requirements
   • Location of fallen wires and other threats are determined and all parts of vehicle are treated as live and/or dangerous unless otherwise determined, in accordance with workplace policies and procedures, and state/territory regulatory requirements
   • People in close proximity are directed to stay clear until area is electrically safe and situation is resolved, in accordance with workplace policies and procedures, and state/territory regulatory requirements
   • Vehicle is exited in accordance with workplace policies and procedures or as directed by emergency services personnel
5. Complete relevant documentation
   • Work schedules and authorisations including safe systems of work, job safety and environmental analysis, work method statements and work permits are documented in accordance with workplace procedures and state/territory regulatory requirements
   • Incident reports are recorded in accordance with workplace policies and procedures, and state/territory regulatory requirements
   • Relevant reports, records and data sheets are accurately recorded and lodged in accordance with workplace policies and procedures, and state/territory regulatory requirements

Performance Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria on at least one occasion and include:

applying relevant WHS/OHS requirements and work practices communicating effectively with others developing effective planning, risk mitigation and problem-solving documents ensuring currency of relevant legislative and regulatory knowledge ensuring language used suits target audience giving and receiving feedback listening maintaining situational awareness making recommendations for further risk mitigation planning and managing time effectively planning for and managing contingencies planning own work, predicting consequences and identifying improvements questioning sequencing activities in a way that facilitates the development of competence transferring and apply skills and knowledge to new contexts.

Knowledge Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria and include knowledge of:

correct use of equipment, processes and procedures appropriate for work tasks emergency procedures hazard identification process identification of electrical asset types job/role and related environment skills relevant company policies and procedures relevant legislation, regulations, codes of practice, standards, policies and procedures relevant workplace tasks, skills and knowledge including knowledge of safe approach distances (clearance zones, no go zones and exclusion zones) and reasons for being declared as such risk assessment processes and controls relevant to worksite safe work methodologies and strategies safe work practices in relation to local areas of work WHS/OHS requirements and work practices.
