Elements and Performance Criteria

1. Determine transport requirements
   • Organisational transport operations arrangements are accessed
   • Benefits and limitations of organisational transportation modes are identified
   • Extent of in-house and outsourced transportation methods is confirmed
   • Cost benefits and customer service level between in-house and outsourced transportation methods are evaluated
   • Applicable legislative requirements are identified
2. Monitor unit loads and load building
   • Advantages and limitations of available transport equipment and unit loads are determined
   • Transport mode options are analysed to determine organisational load application, efficiency and effectiveness
   • Unit loads and load building are monitored for compliance with legislative requirements and organisational policies and procedures
   • Issues or non-compliant practices are reported, in accordance with organisational policies and procedures
3. Examine transport security requirements
   • Transport security risks are identified
   • Security contingencies are determined for use within the transport sector
   • Security breaches are reported and recommendations are made regarding security improvements, in accordance with organisational policies and procedures
4. Analyse transport costing
   • Statistical operational data is identified, to measure transport effectiveness
   • Organisational data capturing procedure is used in managing transport, route planning and load building
   • Transport cost is analysed in accordance with organisational cost considerations
   • Transport performance effectiveness is measured
   • Transport cost elements, pricing and operating costs are evaluated, and recommendations are made regarding cost efficiencies
   • Findings are reported in accordance with organisational policies and procedures

Performance Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria on at least one occasion and include:

advising on recommendations about possible transport operations improvements analysing transport cost elements, pricing and operating costs communicating and working effectively with others completing relevant documentation conveying non-compliance issues developing own competence in response to changes in activities identifying and correctly using relevant equipment interpreting and applying relevant regulations and instructions modifying activities dependent on workplace contingencies, situations and environments monitoring and anticipating operational problems, hazards and risks, including security breaches, and taking appropriate action monitoring work activities in terms of planned schedule reading, interpreting and following relevant instructions, procedures, information and signs reporting and/or rectifying identified problems, faults or malfunctions promptly, in accordance with regulatory requirements and workplace procedures reporting security breaches.

Knowledge Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements, performance criteria and include knowledge of:

organisational policies and procedures, including those relating to effective monitoring and reporting of transport operations principles of load building, to enable effective and efficient movement of load relevant sections of national and state/territory legislation, regulatory requirements, codes of practice and/or guidelines as they relate to the level and type of transport operations relevant work health and safety (WHS)/occupational health and safety (OHS) and environmental procedures and guidelines software applications commonly used to assist in transport, route planning and load building to maximise cost efficiency.
