Elements and Performance Criteria

  1. Determine eligibility for preferential tariff rates
  2. Apply relevant preference scheme or free trade agreement
  3. Establish relevant duty rate

Performance Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria on at least one occasion and include:

applying correct preference scheme and rule

applying quality procedures

applying relevant free trade agreement

applying relevant legislative and regulatory knowledge

assessing evidence of compliance accurately

communicating effectively with clients

correctly identifying the requirements of applicable preference schemes and/or free trade agreements

establishing correct origin code

establishing correct preference rule and/or code

identifying correctly:

eligible/non-eligible goods for preference purposes

places and countries where preferential tariff rates may apply

providing accurate advice to clients

reading and correctly interpreting appropriate legislation

reading and correctly interpreting current documents and tariff schedules

reading and interpreting tariff schedules

sequencing activity competently.


Knowledge Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria and include knowledge of:

Australia’s current free trade agreements

free trade agreements under negotiation

function of a Certificate of Origin advice

how to determine appropriate duty rates under preferential tariff schemes and free trade agreements

legislative and policy requirements for determining:

eligibility for preferential rates

origin of goods

pathway requirements

recognition of the requirements for claiming preference or the application of a particular free trade agreement, including direct shipment, certificates of origin and other declarations

role and importance of free trade agreements

types of preferential tariff schemes including classes of countries and places where special rates apply.
