Employability Skills
Learning Outcomes and Application This unit of competency specifies the outcomes required for access consultants to work safely at client work sites. This primarily involves identifying and following the requirements of work health and safety (WHS) duty of care legislation. Access consultants should be able to demonstrate the required technical skills and knowledge prior to entering the site for the purposes of access consulting.The unit supports the full range of access consulting services. It applies to access consultants required to visit sites where WHS arrangements are already established and must be followed.No licensing, legislative, regulatory, or certification requirements apply to this unit of competency at the time of endorsement.
Duration and Setting X weeks, nominally xx hours, delivered in a classroom/online/blended learning setting.

The following must be present and available to learners during assessment activities:

computer with internet access to source and retrieve safety information prior to site visit

specifications:

standards, codes and legislation specified in the range of conditions

relationships with site management, including:

site managers

site supervisors.

Assessor requirements

As a minimum, assessors must satisfy the assessor requirements in the Standards for Registered Training Organisations (RTOs) current at the time of assessment.

A person demonstrating competency in this unit must satisfy the requirements of the elements, performance criteria, foundation skills and range of conditions of this unit.

The person must also follow site-specific work health and safety (WHS) requirements while undertaking access consulting work on three different work sites.

During the above work, the person must:

identify, interpret and apply key WHS requirements applicable to specific site location and work activity in:

standards, codes and regulations

commonwealth, state and territory, and local government legislation, policies and procedures, including WHS legislation

WHS policies and procedures

research and assess site safety hazards, risks and other WHS requirements that affect site-specific access consulting tasks

select, use and maintain required personal protective equipment (PPE) according to access consulting tasks occurring at work site.

During one of the above site visits, the person must identify and apply site-specific emergency evacuation procedures.

A person demonstrating competency in this unit must demonstrate knowledge of:

key requirements of standards, codes and regulations applicable to site location and work activity, including:

Australian Dangerous Goods (ADG) Code

Building Code of Australia

building certifier requirements

client and other stakeholder requirements

site operating procedures

industry and workplace codes of practice

product manufacturer technical manuals and safety data sheets (SDS)

key requirements of commonwealth, state and territory, and local government legislation, policies and procedures, including:

building legislation

environmental legislation

WHS legislation, policies and procedures, including:

employer/employee responsibilities, rights and obligations relating to WHS in the workplace

implications of not following safety procedures, requirements and instructions

adherence to WHS requirements of a specific work site

type and purpose of workplace safety signs and their requirements

procedures for selecting, using and maintaining required PPE

organisational and professional procedures and business standards relating to following WHS requirements while undertaking access consulting work on site.

Personal protective equipment must include those specific to the site, selected from the following:

eye protection, including safety glasses or goggles.
